Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger. Also in attendance were Edward Skypala, Township Solicitor, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.
Citizens in attendance did not present comments.
Glenwood Chase Subdivision
Jack Barbary and Bob Irick represented the applicant. Discussion ensued concerning whether or not to include Roberts Lane as part of the plan. Township Manager Seitzinger reported that the Upper Hanover Township Planning Commission had recommended the elimination of Roberts Lane as both a public road and an emergency access. Further discussion ensued concerning an alternative route for public water lines if Roberts Lane is not installed.
The Board of Supervisors unanimously agreed that Roberts Lane will not be included as part of the Glenwood Chase Subdivision as either a public road, an emergency access or as an easement for water lines.
Traffic Signal Camera
The Board of Supervisors recommended that the one budgeted traffic signal camera be installed at the intersection of Schoolhouse Road, Montgomery Avenue and Route 663. Manager Seitzinger will obtain an updated cost quotation.
Recycling Data Agreement
The Board of Supervisors reviewed a proposed Agreement from Hough Associates for the organization of recycling data and the completion of required Montgomery County and Pennsylvania Department of Environmental Protection reports. Mr. Rothenberger moved to approve the proposed one year Agreement with Hough Associates for the reporting of the 2015 recycling tonnage. The motion was seconded by Mr. Fiorito and carried unanimously.
Camelot Park Concession Stand
Discussion ensued regarding the proposed addition of a concession stand to Camelot Park. A majority of the Board of Supervisors were not in favor of proceeding further with the proposed concession stand and the matter was tabled.
2002 Brine Generator
Manager Seitzinger reported that Lower Milford Township had approached Upper Hanover Township about the possibility of acquiring the Township’s 2002 brine generator that no longer was in use by Upper Hanover Township. The Board of Supervisors agreed that they will consider an offer for the sale of the 2002 brine generator.
Brooke Road Culvert Project Change Orders
Mr. Rothenberger moved to approve the following change orders:
January 27, 2016 - $11,298.64
February 4, 2016 - $1,600.00
The motion was seconded by Mrs. Diehl and carried unanimously.
Review of February 9, 2016 Board of Supervisors Regular Meeting Agenda
The Board of Supervisors reviewed the February 9, 2016 Board of Supervisors regular meeting agenda. The following actions were approved:
1. Waiver of Zoning Hearing Fee for The Upper Hanover Authority
Mr. Fiorito moved to waive the zoning hearing fee for The Upper Hanover Authority application concerning the proposed construction of a garage/laboratory on Pillsbury Road. The motion was seconded by Mr. Fain and carried unanimously.
2. Waiver of Land Development for The Upper Hanover Authority
Mrs. Diehl moved to approve a waiver of land development requirements for The Upper Hanover Authority Land Development related to the construction of the garage/ laboratory building on Pillsbury Road. The motion was seconded by Mr. Fain and carried unanimously.
3. Propane Proposals
Mr. Rothenberger moved to award the annual contract to Trexler-Haines in the low proposal amount. The motion was seconded by Mr. Fain and carried unanimously.
4. 2016 Highway Vehicle Purchase
The Board of Supervisors reviewed and discussed options for the trucks proposed for purchase.
The Board of Supervisors authorized the Highway Committee to make an award for the proposals and to report back at the next meeting.
5. Bituminous Seal Coat Bid
The Board of Supervisors reviewed and discussed an option for extending the contract for a third year. Additional information and documentation was requested.
6. Authorization to Bid Road Materials and Equipment Rental
The Board of Supervisors authorized the bidding of the Road Materials and Equipment Rental.
(The Board of Supervisors announced that an executive session concerning matters of litigation would follow the Workshop Meeting.)
Mr. Fain moved to adjourn the meeting at 9:24 p.m. The motion was seconded by Mr. Rothenberger and carried unanimously.
