UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF MARCH 11, 2019

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.

 

Citizens Comments

 

Kain Wentz presented a proposed revision to The Crossings Land Development Plan for his property located on Gravel Pike. Discussion ensued. It was recommended that the matter be discussed further at the next Township Planning Commission Meeting.

 

Larry Taglieber reviewed and discussed the status of the 53-57 Gravel Pike code enforcement matter.

 

Sweet Water Building Permit

 

Robert Whitley, Jeff Vietmeir and Bob Irich requested consideration from the Township to allow the issuance of a building permit for work on the existing barn structure prior to the approval of the land development plan. Discussion ensued.

 

Mr. Fain moved to approve a waiver to Subdivision and Land Development Ordinance Section 425-105.B to allow work on the building interior of the existing barn with the condition that a use and occupancy permit will not be issued until the land development plan is approved. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

Bituminous Seal Coat Contract

 

The Board of Supervisors reviewed current cost for bituminous seal coat applications. Mr. Rothenberger moved to authorize extending the current contract with Asphalt Maintenance Solutions for one additional year. The motion was seconded by Mr. Fiorito and carried affirmatively.

 

Proposed State Police Annual Fees

 

The Board of Supervisors requested that letters be sent from the Township to Senator Mensch and Representative Simmons expressing opposition to the proposed state police annual fees as per the recently issued proposed budget.

 

Wasser Road/Warner School Road Truck Restrictions

 

Township Engineer Weber presented a draft of the proposed Ordinance. Mr. Rothenberger moved to authorize advertisement of Ordinance 2019-05 concerning truck restrictions. The motion was seconded by Mr. Fain and carried affirmatively.

 

Fennel Road Bridge Project Update and Bridge Maintenance Program

 

Township Engineer Weber presented an update on the status of the two projects.

 

Review of March 12, 2019 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

The Board of Supervisors reviewed the status of the HGI enforcement matter and the Planning Commission alternate position as per the Municipalities Planning Code.

 

Glen Bell, a resident at the Northgate Subdivision, presented comments regarding sidewalks, trails and lighting at the Northgate Phase 4A.

 

Adjournment

 

Mr. Fain moved to adjourn the meeting at 9:04 p.m.  The motion was seconded by Mr. Fried and carried affirmatively.
