UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF MARCH 7, 2011

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Township staff members in attendance were Jeffrey Ashman, Fire Marshal, Larry Buck, Road Foreman, Edward Skypala, Township Solicitor and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Clifford Weber presented comments on Township Supervisor Shannan Bieler’s meeting attendance record.

 

Switch Grass – Francis J. McDonnell

 

Francis J. McDonnell presented information to the Board of Supervisors regarding his ongoing farming efforts concerning growing switch grass to be used as an energy source.  A question and answer period ensued.

 

Camelot Park Use Requests

 

Discussion ensued regarding a request from Valley Soccer for the potential development of an additional soccer field at either Camelot Park or Macoby Run Park.

 

The Board of Supervisors discussed a request from a Renaissance Fair group for the use of Camelot Park.  The Board of Supervisors agreed that the one day program could be worked into the 2011 schedule.

 

Cleaning Service

 

The Board of Supervisors agreed that Marcia Roshon, part-time maintenance laborer, could take over the cleaning responsibilities at the Upper Hanover Township Administration Building since the existing cleaning service is going out of business.

 

Mailbox Replacements – Maximum Reimbursement

 

The Board of Supervisors determined that setting a maximum reimbursement for the replacement of mailboxes damaged through the Upper Hanover Township snow plowing effort was not required.

 

County Farm Preservation – Appold Farm

 

Discussion ensued concerning whether or not Upper Hanover Township will participate in the preservation of the Appold Farm.  The Board of Supervisors requested additional information concerning soil types at the property.

 

Authorization to Donate Old Computers

 

The Board of Supervisors unanimously agreed that Upper Hanover Township could donate the used computers subject to the removal of the hard drives.

 

Comcast Agreement

 

Mrs. Kershner moved to authorize approving a 15 year Franchise Agreement with Comcast.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

Review of March 8, 2011 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

1. Picnic Table

 

Mrs. Kershner indicated that she has a used picnic table that she is willing to donate for the use of the Upper Hanover Township administration staff at the Township building.

 

2.  PSATS Training Session

 

The Board of Supervisors agreed that Mr. Fiorito could attend a training session at the PSATS convention in Hershey at an expected cost of $125.00 for registration plus a reimbursement for mileage.

 

Adjournment

 

Mr. Fried moved to adjourn the meeting at 8:55 p.m. to an executive session. The motion was seconded by Mrs. Kershner and carried unanimously.
