UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF APRIL 13, 2009

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Richard Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Eugene Fried, Mary Gibbs Kershner and Eugene Marks.  Township staff members in attendance were Jeffrey Ashman, Fire Marshall, Larry Buck, Road Foreman, John Weber, LTL Consultants, Ltd., Sean DeLong, LTL Consultants, Ltd., Edward A. Skypala, Township Solicitor, and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens presented comments regarding the water line installation project on Church Road and Schoolhouse Road.

 

Freedom Fest 2009

 

Mr. Marks moved to authorize a contribution in the amount of $500.00 for the 2009 Freedom Fest. The motion was seconded by Mrs. Kershner. The emotion carried affirmatively with Mr. Fried, Mrs. Kershner, Mr. Marks and Mr. Fain voting yes and with Mrs. Bieler voting no.

 

Emergency Operations Plan Update – Resolution # 2009-15

 

Larry Buck, Emergency Management Coordinator, provided an overview of the emergency plan update. Mrs. Kershner moved to adopt Resolution # 2009-15. The motion was seconded by Mrs. Bieler and carried unanimously.

 

Street Address Numbers Ordinance

 

Township Solicitor Skypala and Township Fire Marshall Jeffery Ashman provided an overview of the proposed ordinance. Discussion ensued.

 

Mrs. Kershner moved to authorize public hearing advertisement of the Street Address Numbers Ordinance with a revision to increase the required size of the address numbers to four inches. The motion was seconded by Mr. Fried and carried unanimously.

 

Administration Building Roof Replacement Estimate

 

The Board of Supervisors recommended that the Administration Building roof replacement be given consideration for inclusion in the 2010 Township Budget.

 

 

 

Township Engineer Appointment

 

Mr. Marks reported that he has not received any complaints concerning LTL Consultants and that he is willing to retain LTL Consultants as the Township Engineer for the remainder of the year.  Mrs. Kershner expressed a preference for switching engineers. Mr. Fried indicated that he had not received further complaints and that he felt the engineer had stepped up and presented a solid performance. Mrs. Bieler presented question regarding whether LTL Consultants had issued a Certificate of Occupancy with a sidewalk that was not yet installed at the Northgate Subdivision. Mr. Fain indicated his support for the further appointment of LTL Consultants as the Township Engineer. Further discussion ensued.

 

Mr. Fried moved to appoint LTL Consultants as the Township Engineer, Code Enforcement Officer and Zoning Officer through the end of 2009. The motion was seconded by Mr. Marks. The motion carried with Mr. Fain, Mr. Fried and Mr. Marks voting yes and with Mrs. Bieler and Mrs. Kershner voting no.

 

John Weber stated that LTL Consultants will continue to meet the Township Engineering needs and pledged his total cooperation for ongoing communications.

 

Gravel Pike Property

 

Peter Zavitsanos indicated that he purchased the former PPL Property located across from Brown Printing on Gravel Pike and that he is interested in developing an office building use. Bill Kalb presented comments on the water and sewer service to the property.

 

Advanced Gas

 

Fire Marshall Jeffery Ashman expressed an interest in having a water line installed to service the Advanced Gas Property on Stauffer Road.

 

Review of April 14, 2009 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

Regional Police Commission

 

Mrs. Bieler inquired on the status of discussions with the Regional Police Commission. Mr. Fried reported that he spoke to representatives at the Pennsylvania State Police and that the matter remained under review.

 

Lorenzo Property

 

Rod Wood inquired about the status of the Lorenzo Property. Mr. Skypala explained the status relating to the Northgate Subdivision.

 

 

 

Hendricks Road and Graber Road

 

Mrs. Kershner indicated that traffic often does not stop at the stop sign located at Hendricks Road and Graber Road. It was requested that the matter be referred to the Pennsylvania State Police.

 

Adjournment

 

Mrs. Kershner moved to adjourn the meeting at 9:00 p.m.  The motion was seconded by Mr. Fried and carried unanimously.
