Call to Order and
Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Richard Fain followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito and Eugene Fried. Township staff members in attendance were Jeffrey Ashman, Fire Marshal, Larry Buck, Road Foreman, Edward Skypala, Township Solicitor, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.
Resolution #
2012-17, Five Year Service Recognition Award, Catherine Hummel Fried, Parks and
Recreation Committee
Mr. Fried moved to adopt Resolution # 2012-17. The motion was seconded by Mrs. Diehl and carried affirmatively.
A copy of the Resolution was presented to Catherine Hummel Fried.
Citizen Comments
Tyler Scardecchio presented information to the Board of Supervisors concerning an Eagle Scout Project regarding the construction of a trail map sign at Camelot Park.
Mrs. Diehl moved to authorize payment in an amount not to exceed $250.00 toward materials for the project. The motion was seconded by Mr. Fiorito and carried affirmatively.
Mr. Fried indicated that Upper Hanover Township will mark the proposed location for the trail map installation.
Barry Devine presented comments regarding the proposed relocation of the parking lot at the Northgate Subdivision.
Upper Perkiomen
Library
Becky Putera reviewed the library funding request with the Board of Supervisors. The Board of Supervisors recommended providing the contribution to the Upper Perkiomen Valley Library in the amount as included in the 2012 Township Budget.
Northgate
1. Parking Lot
Bob Biddle of T.H. Properties, Barry Devine, the Board of Supervisors and residents of the Northgate Subdivision reviewed and discussed the proposed location of a parking lot at the Northgate Subdivision. The proposed time frame for completion of the project was reported as May through the end of July.
The Board of Supervisors expressed a consensus to authorize THP to proceed with the parking lot as previously designed.
2. Route 663 Limited
Access Right of Way
Bob Biddle presented information on a proposed request to the Pennsylvania Department of Transportation to allow a right in and right out turn onto Route 663 from the proposed Wawa. Mr. Fiorito moved to authorize forwarding a letter to the Pennsylvania Department of Transportation in support of the proposed right in and right out turns at the proposed Wawa at the Northgate Subdivision. The motion was seconded by Mr. Fried and carried affirmatively.
3. Revised Road Names
The Board of Supervisors agreed that the following three revised road names were acceptable for use at the Northgate Subdivision as presented: Danville Drive, Larkspur Court and Redwood Lane.
DCNR Grant
Agreement – Composting Rest Room
Manager Seitzinger reported that the fully executed contract for the approved grant was received from the Pennsylvania Department of Conservation and Natural Resources.
The Board discussed recent proposals submitted from Modern Concrete for various types of restroom designs.
Township Engineer Weber reported that a 2 percent slope will be required in order to allow a 4 inch gravity line to function from a proposed location of the restroom near the pavilion to a holding tank closer to the parking lot.
The Board of Supervisors requested that Township Manager Seitzinger prepare a spreadsheet concerning the various costs and options of the different models as presented.
A brief discussion ensued concerning whether to proceed with a composting restroom or a restroom including a holding tank.
Mack Road Drainage
Improvements
John Weber explained the proposed project and reviewed two options for correcting an existing drainage problem. Following discussion, the Board of Supervisors agreed to proceed with option #2 that would entail extending a cross lateral from the area of the drainage problem to the opposite side of Mack Road.
Recycling
Ordinance
The Board of Supervisors discussed the proposed ordinance. Chairman Fain appointed Dottie Diehl and Ben Fiorito to act as a committee to meet with Waste Haulers in order to receive their input concerning the proposed ordinance.
Review of April
10, 2012 BOS Regular Meeting Agenda
The agenda was reviewed.
Other
The Board of Supervisors discussed the proposed acquisition of a right of way by the Pennsylvania Department of Transportation relating to the replacement of the bridge at Route 29 and Ziegler Road.
Adjournment
Mr. Fried moved to adjourn the meeting at 9:03 p.m. The motion was seconded by Mrs. Diehl and carried affirmatively.
