Call to Order and Roll Call


The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Also in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, John Weber, Township Engineer, John Wetzel, P.E. and Stanley Seitzinger, Jr., Township Manager.

Resolution 2019-13, 1509 Markley Road Lot Line Adjustment Preliminary and Final Approval


Mr. Rothenberger moved to adopted Resolution 2019-13 to provide preliminary and final approval for the 1509 Marley Road Lot Line Adjustment. The motion was seconded by Mr. Fain and carried unanimously.


Municipal Building ADA Improvements


John Wetzel, P.E., LTL Consultants, reviewed the work plan for the ADA improvements at the Upper Hanover Township Municipal Building.


Fuel Island Canopy


The consensus of the Board of Supervisors was to proceed with the design of a fuel island canopy that will cover the entire fuel island and both traffic lanes on either side of the fuel island.


Discussion ensued concerning design options. 


The Official Map of Upper Hanover Township


The Board of Supervisors reviewed the proposed amendment to the official map of Upper Hanover Township as recommended for approval by the Upper Hanover Township Planning Commission.


John Lorenzo presented comments concerning the proposed official map.


The consensus of the Board of Supervisors was to further revise the proposed map to indicate a cul-de-sac extending from Route 663.


House Bill 349 – Third Party Enforcement of Uniform Construction Code


The Board of Supervisors agreed that a letter of opposition to the proposed legislation should be sent to Senator Mensch.

Polymer Modified Fog Seal


The Board of Supervisors requested the receipt of additional quotations for the proposed application of a polymer modified fog seal on approximately 21,018 square yards of roadway.





Pillsbury Road – No Parking


The Board of Supervisors requested the preparation and advertisement of an Ordinance to approve no parking on Pillsbury Road.


Municibid – Sale of 2002 Pickup Truck and Plow


The Board of Supervisors authorized acceptance of the Municibid bid amount of $6,100 for the 2002 Ford F-250 pickup truck with the Fisher 8 foot snow plow.


2007 John Deere Flex Wing Mower


The Board of Supervisors authorized listing the 2007 John Deere Flex Wing Mower on Municibid.


10 Wheel Dump Truck and Plow


Mrs. Diehl moved to authorize the award through the CoStars Program of the 10 wheel dump truck and plow to Bergey’s Truck Center in the amount of $133,785.42 and to E.M. Kutz, Inc. $73,736.00. The motion was seconded by Mr. Rothenberger and carried unanimously.


Copy Machine Lease


Mr. Fain moved to approve the copy machine lease to Edwards Business Systems for a 60 month lease. The motion was seconded by Mr. Rothenberger and carried unanimously.


Block Party Request


The Board of Supervisors reviewed a block party request proposed to include the closing of Woodbridge, Brookview and a section of Eleventh Street.  The Board of Supervisors directed that the Township Manager communicate with the inquiring resident and indicate that the block party and the closing of the Township owned roads is not approved or authorized by Upper Hanover Township.


Special Joint Meeting


The Board of Supervisors set a joint meeting with the Upper Hanover Authority for June 6, 2019 at 6 p.m.

The agenda was reviewed.






Mr. Fain moved to adjourn the meeting at 9:52 p.m.  The motion was seconded by Mrs. Diehl and carried unanimously.
