UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF MAY 7, 2018

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Ben Fiorito, Richard Fain, Eugene Fried and Steven Rothenberger.  Also in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman and Stanley Seitzinger, Jr., Township Manager.

 

Tyler Webb – Eagle Scout Project

 

Tyler Webb reviewed and discussed a proposed Eagle Scout Project involving the construction of a kiosk at the Mill Hill Preservation Area parking lot.  The total cost of the materials for the project is $575.00. 

 

Mr. Rothenberger moved to approve Upper Hanover Township participation in the project.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

Citizen Comments

 

Cathy Davidson of Montgomery Avenue presented comments and questions concerning the upcoming Upper Perkiomen School District Zoning Hearing as scheduled for May 16, 2018.  Discussion ensued.

 

Upper Perkiomen Valley Library

 

Jeanne Cove and Becky Putera of the Upper Perkiomen Valley Library presented an update and overview of current library programs.

 

Municipal Building Sign Proposal

 

Manager Seitzinger suggested the possible installation of a sign on the rear of the Upper Hanover Township Municipal Building to further identify the building.

 

Emergency Standby Generator

 

Manager Seitzinger reported that PECO requires an estimate of the BTU’s of all proposed equipment to be connected to a natural gas service.

 

Mower Proposals

 

Mr. Rothenberger moved to award the mower proposal for the John Deere Z997R Diesel W 72 In. 7-Gauge Side Discharge Deck with trade-in of 2008 John Deere 997 to the low proposal from Robert E. Little, Inc. in the amount of $15,073.64.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

Traffic Detection Cameras

 

Mr. Fain moved to award the traffic signal camera installation proposals to Signal Service Inc. in the total amount of $15,804.00 for the intersection at Blommer Drive and Route 29 and at Shopping Center Drive and Route 29.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

Annual Road Work Plan

 

The Board of Supervisors recommended that the 2018 paving project will include Second Street and Cindy Lane for a mill and overlay.  Hendricks Road will also be included from the Glenwood Chase Subdivision to the Marlborough Township line.  A section of East Buck Road will also be paved from the ambulance building to the bus company.

 

Volunteer Incentive Program

 

Discussion ensued.  The Board of Supervisors recommended that Upper Hanover Township proceed with a stipend program in the amount of $500 per certified volunteer.

 

Review of May 8, 2018 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

Zoning Ordinance – Marijuana Regulations

 

The Board of Supervisors requested that the Township Solicitor proceed with organizing a draft of a proposed ordinance relating to the production and sale of medical use marijuana.

 

Adjournment

 

Mrs. Diehl moved to adjourn the meeting at 8:58 p.m.  The motion was seconded by Mr. Fain and carried unanimously.
