UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF JUNE 13, 2011

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Fain followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Township staff members in attendance were Jeffrey Ashman, Fire Marshal, Edward Skypala, Township Solicitor, Larry Buck, Road Foreman and Stanley Seitzinger, Jr., Township Manager.

 

Gravel Pike (Rt. 29) Bridge Replacement Projects

 

Greg Illig, PennDot Project Manager, presented information regarding the proposed replacement of the Gravel Pike Bridge over Hosensack Creek and the Gravel Pike Bridge over a tributary of the Perkiomen Creek.  Other PennDot representatives in attendance included Scott Roberts, LeAnne Fullard and Scott Smeal.

 

Discussion ensued concerning the proposed bridge replacements tentatively scheduled for 2013.  Possible detours and different timeframes for completion of the project were discussed.  Residents and business owners in the affected area presented comments. 

 

The Board of Supervisors expressed a unanimous preference that the bridge replacements be conducted one lane at a time for each bridge, thereby keeping Gravel Pike (Route 29) open to traffic at all times to address safety issues.

 

Citizen Comments

 

1. Tim Stampf, 1000 Creekview Drive

 

Tim Stampf of 1000 Creekview Drive stated that he attended the March 2, 2011 Joint Meeting of the Upper Hanover Township Planning Commission and the Board of Supervisors where he presented information regarding concerns about his residence.  Mr. Stampf reported that he also attended the May 4, 2011 meeting of the Upper Hanover Township Planning Commission where he presented a letter stating his conclusion that the Township codes were not followed during the construction of his residence.  Mr. Stampf requested a copy of the May 4, 2011 Planning Commission Minutes.

 

Mr. Stampf stated that, in his opinion, the Township codes were not enforced concerning environmental impact reports, steep slopes and the placement of fill.  Mr. Stampf reported that, in his opinion, grading and erosion problems occurred at his property.  Mr. Stampf reported that an emergency access roadway included on the final plan was not installed at the end of the cul-de-sac on Creekview Drive.  Mr. Stampf reported that a neighbor installed a swimming pool with a retaining wall and that grass clippings were left in the open space area behind the homes.

 

Township Solicitor Skypala stated that Upper Hanover Township had attempted to facilitate a meeting with Mr. Stampf and the builder to facilitate the builder completing the noted items, but that the builder would not commit to attending the meeting.  Mr. Skypala reported that the Township provided the information that Mr. Stampf requested and that Mr. Stampf should exhaust his remedies with the builder who is primarily liable for the type of issues described.

 

Recycling Program

 

Mrs. Kershner presented comments regarding recently updated PPL electric rates. 

 

There was nothing new to report on the proposed recycling ordinance.

 

Review of June 14, 2011 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

The Board of Supervisors agreed to coordinate a joint meeting with the Upper Hanover Authority for an August 2, 2011 meeting date.

 

Adjournment

 

Mrs. Bieler moved to adjourn the meeting at 9:26 p.m. The motion was seconded by Mrs. Kershner and carried unanimously.
