UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF JULY 11, 2011

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Fain followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Township staff members in attendance were Jeffrey Ashman, Fire Marshal, Edward Skypala, Township Solicitor, John Weber, LTL Consultants, Larry Buck, Road Foreman and Stanley Seitzinger, Jr., Township Manager.

 

New Goshenhoppen Church Request for Waiver of Land Development

 

Jim Meitzler of Godshall Kane Architects, LLC and representatives of the New Goshenhoppen Church presented plans concerning a proposed addition at the New Goshenhoppen Church property. John Weber indicated that an erosion and sedimentation control plan would be required. Further discussion ensued. Mrs. Kershner moved to approve a waiver of land development requirements as per the currently submitted plans. The motion was seconded by Mr. Fiorito and carried unanimously.

 

A brief discussion ensued concerning the possibility of extending the trail from Camelot Park across the New Goshenhoppen Church property to the Montgomery County Fly Fishing Area.

Citizens comments were not presented.

 

Personnel Policies and Procedures Update

 

Mr. Fried reported upon meetings held with the Administration and Highway Department staff.

Discussion ensued concerning an amendment to the Personnel Policies and Procedures regarding allowing township employees to carry vacation days over into future calendar years beyond the currently established April 30 date.

 

Centennial Park Trail Expansion Grant Application

 

The Board of Supervisors discussed whether or not to continue with the previously submitted grant application that proposed to extend the existing trail at Centennial Park. Chairman Fain and Vice-Chairman Fried expressed support for continuance of grant application consideration by Montgomery County for the trail extension project. Mrs. Bieler, Mrs. Kershner and Mr. Fiorito expressed opposition to the proposal.

 

Review of July 12, 2011 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

The Board of Supervisors discussed the status of the East Buck Road Bridge replacement project and the Route 663/Geryville Pike traffic signal project related to the Northgate subdivision.

 

John Weber reported that the Upper Perkiomen Valley Ambulance Project was in a position to proceed. Mr. Weber reported that 95 percent of the Kistler Subdivision punch list items were completed.

 

Adjournment

 

Mrs. Kershner moved to adjourn the meeting to an Executive Session at 8:30 p.m. The motion was seconded by Mrs. Bieler and carried unanimously.
