UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF JULY 8, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried, and Steve Rothenberger.  Also in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, John Weber, Township Engineer, and Stanley Seitzinger, Jr., Township Manager.

 

Citizens Comments

 

Michael Cleary from Ridge Way discussed and reviewed concerns about the Powderbourne Gun Club.

 

Fuel Island Canopy – Authorization to Bid

 

The Board of Supervisors directed that LTL Consultants prepare a design/build bid document along with a one page technical specification provided by Chuck Pegano of Island Pump and Tank for a fuel island canopy at the Maintenance Building.

 

CDBG Municipal Building ADA Project Re-Bid Authorization

 

The Board of Supervisors recommended holding off on re-bidding the project until December or January.

 

The parking lot repaving at the Municipal Building will be scheduled in 2020.

 

Cedarbrook Lane Open Space Area

 

Discussion ensued concerning resident concerns about whether the Township open space area that backs up to Cedarbrook Lane should have the grass mowed. Township Engineer Weber indicated that rain gardens will be installed in the general area that will be maintained by the Homeowners Association.

 

Niehls Lease – Camelot Farm Property

 

The Board of Supervisors agreed that Mr. Niehls will not need to pay the 2019 rental fee since he was unable to access and make use of the field at the Camelot Farm property for farming in 2019.

 

The Board discussed that if Mr. Niehls is unable to obtain future access, perhaps the agreement could be offered to Mr. Yerger who is currently farming an adjacent field on the Bieler property.

 

East Buck Road Traffic

 

The Board of Supervisors recommended the completion of traffic counts.

 

Landis Road - Trucks

 

The Board of Supervisors agreed to apply a no trucks requirement on Landis Road following the completion of required engineering studies.

 

Allentown Refrigerated Truck Depot

 

The Board of Supervisors authorized extending time for response from the applicant’s representative one additional month.

 

Historical Committee Lobby Display Case

 

The Board of Supervisors expressed general support for the display case, but would like to have additional cost options researched.

 

Other

 

Manager Seitzinger reported upon a concept plan presented by the Community Bible Fellowship Church for a future facility on Graber Road.

 

Review of July 9, 2019 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Adjournment

 

Mr. Fain moved to adjourn the meeting at 8:38 p.m.  The motion was seconded by Mrs. Diehl and carried unanimously.
