Call to Order and Roll Call


The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Also in attendance were Edward Skypala, Township Solicitor, John Weber, Township Engineer, Thomas Latshaw, Road Foreman and Stanley Seitzinger, Jr., Township Manager.

Upper Perkiomen School District Zoning Hearing Application – August 17, 2016


Representatives of the Upper Perkiomen School District presented information concerning their proposed Middle School project at Montgomery Avenue and the zoning hearing relief required as per the scheduled August 17, 2016 zoning hearing. Discussion ensued.


Mr. Rothenberger moved to forward a letter of support for the project and the requested zoning relief to the Upper Hanover Township Zoning Hearing Board. The motion was seconded by Mrs. Diehl. The motion carried affirmatively with Mr. Fain abstaining from the vote due to his employment association with school district project engineer Barry Isett and Associates.


Citizen Comments


Peggy Jones of Runaway Drive reviewed concerns with the Board of Supervisors relating to speeding, vandalism, thefts and other similar incidents that have occurred at the Macoby Woods (Kistler Tract) Development. Peggy Jones expressed an interest for the Township to either form a local police department or participate in a regional police department. Discussion ensued.


Oktoberfest Ride - October 30, 2016


The Board of Supervisors agreed to allow the use of Township roads for a proposed October 30, 2016 Octoberfest Bicycle Ride.


The Hillegass Mill - 1211 St. Paul’s Church Road


The Board of Supervisors reviewed options concerning the historic property presently for sale. No action was taken.



ADA Accessibility Improvements


Township Engineer Weber presented information regarding the installation of upgraded curbs and sidewalks at the Township Municipal Building. The Township Manager was requested to inquire whether the Upper Hanover Authority will participate in sharing costs relating to the entrance to the Upper Hanover Authority office section of the building.


Review of August 9, 2016 Board of Supervisors Regular Meeting Agenda


The agenda was reviewed.


Mr. Rothenberger moved to authorize advertisement of the revised proposed Zoning Text Amendment Ordinance. The motion was seconded by Mr. Fain and carried unanimously.


(The meeting was recessed to an executive session at 8:50 p.m. The meeting was called back to order at 9:32 p.m.)




Mr. Rothenberger moved to authorize the hiring of Debora L. Ervin as a full time Administrative Assistant in the Upper Hanover Township Administration Office with a start date of September 1, 2016 at an hourly wage rate of $18.00 with benefits as per the Townships Policies and Procedures Manual and with 10 vacation days in 2017 and 15 vacation days in 2018. Mr. Rothenberger further moved to change the employment position of Donna L. Tino from full time Administrative Assistant to part time Receptionist/Secretary effective November 1, 2016 at an hourly wage rate of $20.30 for 24 hours per week consisting of three 8 hour work days. The motion further stipulated that if Donna Tino has any remaining vacation days accrued during the course of her full time employment in 2016, she may make use of these accrued days at any time prior to the end of 2017. The motion was seconded by Mr. Fiorito and carried unanimously.




Mr. Rothenberger moved to adjourn the meeting at 9:35 p.m.  The motion was seconded by Mr. Fain and carried unanimously.
