Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried, and Steve Rothenberger. Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, and Stanley Seitzinger, Jr., Township Manager.
Michael Cleary from Ridge Way presented documentation related to the Powderbourne Gun Club.
Residents inquired on the status of drainage improvements at Frye Road at the Woodlands at Macoby Run Subdivision. Chairman Fried reported that the ditch along Frye Road was deepened and expanded for approximately 100 yards and that the results of the improvement would be monitored.
Township Engineer Weber reported that Upper Hanover Township will not be taking over ownership and maintenance responsibilities of retention basins located on the Woodlands at Macoby Run Subdivision.
Hendricks Road Bridge
Township Engineer Weber explained the status of the Hendricks Road bridge. Discussion ensued concerning whether or not to proceed with maintenance activities on an emergency basis as per a proposal received from Mar-Allen Concrete at a cost of $33,048.00. A poll of the Board of Supervisors indicated a unanimous agreement to proceed with the work in order to have the bridge reopened to traffic.
Mrs. Diehl moved to award the Hendricks Road bridge maintenance work to Mar-Allen Concrete Products, Inc. on an emergency basis in the amount of $33,048.00. The motion was seconded by Mr. Rothenberger and carried unanimously.
537 Special Study – Valley View
Manager Seitzinger reported upon a meeting with representatives of the Pennsylvania Department of Environmental Protection that recommended that Upper Hanover Township consider proceeding with a 537 Special Study for the Valley View Subdivision area due to ongoing issues with existing on-lot systems. Mr. Fiorito reported that the matter will first be reviewed at the September 5, 2019 Upper Hanover Authority Meeting.
SALDO Section 425-307(6) – Final Plan Procedure – Outside Agency Approvals
Mr. Fain moved to authorize advertisement of an ordinance to revise the final plan procedures at the SALDO Section 425-307(6) to remove the outside agency approval requirement prior to final plan approval recommendation. The motion was seconded by Mr. Rothenberger and carried unanimously.
MS4 Pollution Reduction Plan
Glen Gelcheski of LTL Consultants presented an update on the status of the MS4 Pollution Reduction Plan for Upper Hanover Township.
Gravel Pike Property Maintenance
The unanimous consensus of the Board of Supervisors was that the Township would not proceed with paying the cost of cleaning up the site and having the property liened for reimbursement at a later date.
2019 Line Painting Proposals Bid Authorization
The Board of Supervisors authorized proceeding with the bidding of the 2019 Line Painting Proposals.
Review of August 13, 2019 Board of Supervisors Regular Meeting Agenda
The agenda was reviewed.
A resident inquired on the status of the Church Road enforcement matter related to the number of animals located at the property.
The Board of Supervisors authorized LTL Consultants to issue a citation relating to the 1716 Pillsbury Road property.
Mrs. Diehl moved to adjourn the meeting at 9:23 p.m. The motion was seconded by Mr. Fiorito and carried unanimously.
