UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF AUGUST 8, 2011

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Fain followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Township staff members in attendance were Jeffrey Ashman, Fire Marshal, Edward Skypala, Township Solicitor, Larry Buck, Road Foreman, John Weber, LTL Consultants and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Resolution # 2011-13, 2011 Mileage Rates Update

 

Mrs. Kershner moved to adopt Resolution # 2011-13. The motion was seconded by Mr. Fried and carried affirmatively.

 

Personnel Policies and Procedures Update

 

Discussion ensued regarding revising the policy for carrying over vacation days into the following year.

 

Mr. Fried moved to authorize extending the time that Upper Hanover Township employees can carry over unused vacation time into the following year to allow employees to carry the time through December 31 of the following year. The motion was seconded by Mrs. Kershner. The motion carried with Mr. Fain, Mr. Fried and Mrs. Kershner voting yes and with Mr. Fiorito voting no.

 

Recycling

 

Mrs. Kershner reported that the Recycling Committee is working on the draft of an ordinance.

 

Discussion ensued regarding a letter received from the Pennsylvania Department of Environmental Protection that inquired on the status of the Township’s progress for reaching compliance with recycling requirements.

 

Review of August 9, 2011 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

Mr. Fiorito inquired concerning the status of removal of the debris at the Allentown Refrigeration Terminal on Pillsbury Road. Chairman Fain reported that a notice of violation was recently issued.

 

Discussion ensued concerning a proposal to relocate a stop bar on Route 29 at the Blommer Drive/Route 29 traffic signal intersection.

 

John Weber reported that the bridge maintenance contract work started on August 8, 2011.

 

Christopher Mullaney inquired about the recently advertised Earned Income Tax Ordinance. Discussion ensued.

 

Adjournment

 

Mrs. Kershner moved to adjourn the meeting at 8:10 p.m. The motion was seconded by Mr. Fried and carried affirmatively.
