Call to Order and Roll Call


The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Richard Fain, Eugene Fried and Steven Rothenberger. Also in attendance were Edward Skypala, Township Solicitor, John Weber, Township Engineer, Thomas Latshaw, Road Foreman and Stanley Seitzinger, Jr., Township Manager.

Upper Perkiomen Valley Library, Jeanne Cove and Becky Putera


Jeanne Cove and Becky Putera of the Upper Perkiomen Valley Library provided an update on current library activities.


Northgate Updates


Todd Hendricks, T. H. Properties, Tommy Letwinch, H&K Group and Chad Gehman, T.H. Properties provided updates to the Board of Supervisors concerning the status of Northgate Boulevard, the intersection improvements at Eighth Street and Route 29 and the status of Northgate Phase 5B. It was reported that Northgate Boulevard will be opened for use by the end of October of 2016. It was reported that the intersection improvements at Eighth Street and Route 29 will be completed by July 7, 2017.


Discussion ensued concerning the status of past due escrow payments. It was reported that the escrow payments are tied into closings for completed structures and that two of the recent scheduled closings were delayed due to the needed finalization of mortgage



Chairman Fried expressed concern about items in Phases 1A and 1B, including the installation of the finished tops on driveways, that have not been completed.


TUHA Access Break Northgate Boulevard


Bill Kalb, Operations Manager of the Upper Hanover Authority, requested that

T.H. Properties and the Board of Supervisors approve the installation of an access break at the divider section of Northgate Boulevard in order to allow access to the Upper Hanover Authority facilities at this location.


The Board of Supervisors indicated that they did not have any objection to the installation of the access break as long as T.H. Properties and the Upper Hanover Authority arrange and coordinate the payment of associated costs.

Citizens Comments


Kim Jacobs expressed concerns about ongoing issues with the parking lot and building lighting at the YMCA facility on Quakertown Road. Vice-Chairman Fain reported that the Upper Hanover Township Engineer reviewed the lighting and found that the lighting at the property falls within Township ordinance requirements.


Water Line Replacement Letter of Support


Mr. Fain moved to authorize the submittal of a letter of support for a grant application to be submitted by the Upper Hanover Authority for water line replacement costs. The motion was seconded by Mr. Rothenberger and carried affirmatively.

Review of September 13, 2016 Board of Supervisors Regular Meeting Agenda


The agenda was reviewed.




Mr. Fain moved to adjourn the meeting to an executive session at 7:50 p.m. The motion was seconded by Mr. Rothenberger and carried affirmatively.
