UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF OCTOBER 12, 2009

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Richard Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Eugene Fried, Mary Gibbs Kershner and Eugene Marks. Township staff members in attendance were Larry Buck, Road Foreman, Jeffery Ashman, Fire Marshal, Edward Skypala, Township Solicitor and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Rod Wood inquired as to whether the Board of Supervisors is considering a tax increase for the 2010 budget year.  Mr. Fain reviewed the status of the budget. 

 

A citizen inquired on the maintenance status of the railroad bridge located on Hosensack Road.  Mrs. Bieler indicated that the railroad bridge is owned and maintained by East Penn Railways. 

 

A citizen inquired as to whether Upper Hanover Township has taken a position on the Mill Hill Quarry matter proposed in a neighboring township. 

 

Camelot Park Field Use Request

 

A representative of the Upper Perkiomen Valley YMCA and the Valley Soccer League discussed proposed field use.  It was recommended that the groups review the matter further with the Parks and Recreation Committee. 

 

Camelot Park Tree Planting Plan and Tree-Vitalize Plantings Proposals

 

The Board of Supervisors reviewed and discussed the proposed tree planting plan at Camelot Park.  It was recommended that a subcommittee consisting of Mrs. Kershner and Mr. Fried review the matter in further detail prior to implementation.

 

Mrs. Bieler moved to award the low proposal for trees and shrubs to Towne and Country Home and Garden Center in the amount of $5,404.58.  The motion was seconded by Mrs. Kershner and carried unanimously.

 

Northgate

 

Mr. Skypala presented an overview of the Northgate status and the related bonds.  Residents of Northgate reviewed and discussed the status of the project with the Board of Supervisors. 

 

 

 

Mrs. Kershner moved to authorize the Township Solicitor to call the bonds associated with the project and to provide a 14 day limit for action on the bonds by the bonding company.  The motion was seconded by Mr. Marks and carried unanimously.

 

(The meeting was recessed to an executive session at 8:09 p.m.  The meeting was called back to order at 8:12 p.m.)

 

Residents in attendance inquired as to whether Upper Hanover Township will participate in snow plowing at the Northgate Subdivision.  Mr. Fain reported that Upper Hanover Township will not be able to plow the privately owned streets at the Northgate Subdivision during the winter of 2009/2010.

 

Upper Perk Police District

 

Mr. Fain presented a motion made by the Upper Perk Police Commission at their meeting of September 28, 2009 that the “Upper Perk Police District will respond to assist and/or cover calls in Upper Hanover Township upon the request of Pennsylvania State Police for priority life threatening calls.  Upper Hanover Township will provide Upper Perk Police District with a fair contribution of equipment each calendar year.”  Mrs. Bieler inquired as to the definition of “fair contribution”.  Further discussion ensued.  Mr. Fain indicated that the service will be for a one year trial basis. 

 

Mr. Fain further indicated that the approximate annual cost would be $5,000.00.

 

Mrs. Kershner moved to accept the proposed services as presented by the Upper Perk Police District.  The motion was seconded by Mr. Marks and carried unanimously.

 

Mandatory Sewer Hook-Up Ordinance

 

Mr. Skypala explained that on a survey of 20 municipalities that over 85% have mandatory hook-up ordinances with 45, 60 or 90 day hook-up requirements. 

 

The Board of Supervisors discussed options for development of the proposed updated ordinance.  Mr. Skypala was requested to prepare a draft for further review.

 

2010 Township Budget

 

The budget was tabled for further review.

 

Review of October 13, 2009 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

 

 

Other

 

A.  Emergency Management Plan

 

Mr. Marks inquired on the status of the completion of the updated Upper Hanover Township Emergency Management Plan.  Larry Buck, Emergency Management Coordinator, indicated that some additional information regarding resources was being assembled.  Mr. Buck indicated that he expected to complete the draft within one week. 

 

B.  Street Address Sign Ordinance

 

The status of the implementation of the Street Address Sign Ordinance was reviewed.  Fire Marshal Jeff Ashman explained his current efforts in implementing the requirements.  Manager Seitzinger indicated that the next Township Newsletter would feature information on the requirements. 

 

C.  4-Wheeler Off Road Vehicles

 

Mr. Fried reported on the status of ongoing complaints regarding the use of 4-wheel off road vehicles in the vicinity of the Powderbourne Gun Club.

Mr. Marks moved to adjourn the meeting at 8:59 p.m. The motion was seconded by Mrs. Kershner and carried unanimously.
