UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF MARCH 2, 2016

 

 

 

Call to Order

The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito.

 

Roll Call

 

Planning Commission members in attendance included Alex Anastas, Richard Fain, Jacqueline Fiorito and Brandon Reed. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Anastas moved to approve the Regular Meeting Minutes of February 3, 2016. The motion was seconded by Mr. Fain and carried affirmatively.

 

Announcements

 

Mrs. Fiorito announced that March 16, 2016 is the last date for submission of plans for review by the Township Engineer and discussion at the April 6, 2016 Regular Meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A. Glenwood Chase Subdivision

 

Discussion ensued with the Developer and the Planning Commission concerning the most recent LTL Consultants review letter.

 

Residents inquired regarding the coordination of the Glenwood Chase project with the proposed Kershner Tract project.

 

B. Schultz Minor Subdivision

 

The minor subdivision was tabled.

 

 

 

 

 

 

C. Richard A. Kulp Minor Subdivision

 

Discussion ensued with the Project Engineer and the Planning Commission concerning the most recent LTL Consultants review letter.

 

Mr. Anastas moved to recommend the following waivers as per the LTL Consultants waiver recommendation letter dated February 25, 2016:

 

425-402.G Road Widening

425-410 Sidewalks, Curb, Storm Sewer

425-411 Traffic Impact Study

425-500.D(1)(a) Street Trees

383-2.B(2) Soil Probes and Percolation Test

 

The motion was seconded by Mr. Reed and carried affirmatively.

 

Mr. Fain moved to provide Planning Commission approval and to recommend Board of Supervisors approval of the planning waiver and non-building declaration for the project. The motion was seconded by Mr. Anastas and carried affirmatively.

 

A question was discussed regarding the listing of the owners on the plan sheet.

 

Current Plans Without New Activity

 

Current plans without new activity were reviewed.

 

New Business

 

Zoning Ordinance Text Amendments

 

Proposed amendments were discussed.

 

Monthly Reports

 

A. Zoning

 

Scheduled zoning hearings and conditional use hearings were reviewed without recommendation.

 

B. Building Permit Report and Escrow Report

 

The Building Permit Report and Escrow Report were entered into the record.

 

C. Regional Planning Commission Report

 

There was nothing new to report.

 

 

 

 

D. Scheduling of the Next Planning Commission Meeting

 

The next Planning Commission Meeting is tentatively scheduled for April 6, 2016.

Mr. Anastas moved to adjourn the meeting at 9:45 p.m. The motion was seconded by Mr. Fain and carried affirmatively.
