Call to Order


The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag. 


Roll Call


Planning Commission members in attendance included Alex Anastas, Richard Fain, Jacqueline Fiorito, Stefan Laessig and Brandon Reed.  Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager. 


Citizen Comments


Marcia Roshon and Craig Roshon presented a request for the approval of an access from their property on East Buck Road to Northgate Boulevard.  The Planning Commission recommended that they communicate with T.H. Properties to determine whether or not T.H. Properties is willing to provide a right-of-way to allow access to Northgate Boulevard.


Approval of Minutes


Mr. Laessig moved to approve the Regular Meeting Minutes of April 6, 2016.  The motion was seconded by Mr. Reed and carried unanimously. 




Mrs. Fiorito announced that May 11, 2016 is the last date for submission of plans for review by the Township Engineer and discussion at the June 1, 2016 Regular Meeting. 


Old Business


Plans Scheduled for Discussion


A.  Glenwood Chase Subdivision


The plan was tabled.


B.  Schultz Minor Subdivision


The plan was tabled.





C.  Richard A. Kulp Minor Subdivision


Discussion ensued.  Mr. Fain moved to recommend preliminary and final plan approval of the Richard A. Kulp Minor Subdivision as per the plan prepared by Aston Surveyors/Engineers, Inc., plan dated December 11, 2015, last revised March 17, 2016 and as per the LTL Consultants review letter dated April 25, 2016.  The motion was seconded by Mr. Laessig and carried unanimously.


D.  Pederson Self Storage Sketch Plan


Carl Pederson and Cynthia Smith of Horizon Engineering reviewed a revised sketch plan with the Planning Commission.  It was requested that the developer obtain a letter from the Township Fire Marshal concerning the proposed turning radiuses in the project.


The Planning Commission expressed a general concurrence with the general concept of the proposed self-storage facility as presented.


E.  Northgate Phase 5B


Dean Rittenhouse of T.H. Properties reviewed the Gilmore and Associates Phase 5B review letter dated April 28, 2016 with the Township Planning Commission. 


The Planning Commission provided the following recommendations as per the April 28, 2016 Gilmore and Associates review letter:


1.      Under Zoning Ordinance Review, item number 1 concerning Section 1413.1, the Planning Commission is okay with the driveways as configured on the plan.

2.      Under SALDO, item 4, regarding street trees at sections 500.4A, 1001.8.A, 1002.4 and Appendix A, the Planning Commission understands that the trees proposed in Phase 5B are the exact same trees approved previously for Phase 5A.  Therefore they have no objection to the trees as listed for Phase 5B.

3.      Also under SALDO, page three, item 7 concerning Section 1001.7, the Planning Commission did not recommend the inclusion of any recreation features in the open space areas.

4.      Under General Comments, page 3, number 4, the Planning Commission is okay with the plantings as noted at the buffer area as long as the plantings are shifted back out of the alley.


The plan was tabled for further review at the June Planning Commission meeting.  It was recommended that Gilmore and Associates attend all future meetings when Northgate review letters are presented.


F.  Kershner Tract


Representatives of the developer for the Kershner Tract plan to attend the July 6, 2016 Upper Hanover Township Planning Commission meeting.

Monthly Reports


A.  Zoning


1.  Sweet Water Golf Course, Inc. Conditional Use Hearing


Representatives of the developer reviewed and discussed the Sweet Water Golf Course, Inc. Conditional Use Hearing as scheduled for June 14, 2016.


Mr. Anastas moved to recommend approval of the Conditional Use Application to the Upper Hanover Township Board of Supervisors.  The motion was seconded by Mr. Laessig and carried unanimously.


2.  Robert and Patricia Borneman Zoning Hearing and Allentown Refrigerated

     Terminals Zoning Hearing


The Planning Commission reviewed the two hearings scheduled for May 18, 2016.


No action was taken on the Robert and Patricia Borneman Zoning Hearing.  The Upper Hanover Township Planning Commission recommended that the Township Board of Supervisors request the inclusion of a condition for the Allentown Refrigerated Terminals application to require the removal of the breezeway presently connecting the two buildings.


B.  Building Permit Report and Escrow Report


The monthly reports were entered into the record.


C.  Regional Planning Commission Report


An update was provided. 


New Business


A.  New Goshenhoppen Church Handicap Parking Spots


The Township Engineer will review a question concerning required parking spots.


B.  Zoning Ordinance Text Amendments


A brief discussion ensued concerning the proposed text amendments.





D.  Scheduling of the Next Planning Commission Meeting


The next Planning Commission Meeting will be held on June 1, 2016.




Mr. Reed moved to adjourn the meeting at 9:30 p.m.  The motion was seconded by Mr. Laessig and carried unanimously.
