UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF JULY 6, 2016

 

 

Call to Order

 

The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag. 

 

Roll Call

 

Planning Commission members in attendance included Richard Fain, Jacqueline Fiorito, Stefan Laessig and Brandon Reed.  Also in attendance were John Weber, Township Engineer, Mary Lou Lowrie, Gilmore and Associates and Stan Seitzinger, Jr., Township Manager. 

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Fain moved to approve the Regular Meeting Minutes of June 1, 2016.  The motion was seconded by Mr. Reed and carried affirmatively with Mr. Laessig abstaining from the vote. 

 

Announcements

 

Mrs. Fiorito announced that July 13, 2016 is the last date for submission of plans for review by the Township Engineer and discussion at the August 3, 2016 Regular Meeting. 

 

Old Business

 

Plans Scheduled for Discussion

 

A.  Northgate Phase 5B Subdivision Plan

 

Shaun Hackman of TH Properties discussed the June 30, 2016 review letter from Gilmore and Associates with members of the Planning Commission.

 

Mr. Fain moved to recommend preliminary and final plan approval of the Northgate Phase 5B Subdivision Plan as per the plan prepared by Van Cleef Engineering Associates dated April 1, 2016, last revised June 6, 2016 subject to the Gilmore and Associates review letter dated June 30, 2016.  The motion was seconded by Mr. Laessig.  The motion carried affirmatively with Mrs. Fiorito voting no and Mr. Fain, Mr. Laessig and Mr. Reed voting yes.  Mrs. Fiorito explained that her reason for voting no was because she had not received a copy of the Northgate Phase 5B Subdivision Plan.

 

 

Discussion ensued concerning options for additional recreation to be located at different sections of the Northgate Development.

 

B.  Kershner Tract

 

Ben Goldthorp of Pennington Property Group presented an overview of the proposed Kerhner Tract Development.

 

Discussion ensued concerning proposed parking to be located in the portion of the project in Upper Hanover Township.

 

Residents in attendance presented comments concerning traffic concerns on Hendricks Road, allowing the use in a light industrial zoned section of the Township, the impact upon local schools and a request for the consideration of appropriate fence installations.

 

Current Plans Without New Activity

 

Current plans without new activity were reviewed.

 

New Business

 

A.  Zoning Ordinance Text Amendments

 

Manager Seitzinger reported that the proposed zoning ordinance text amendments were authorized for public hearing advertisement by the Board of Supervisors subject to a final review by the Township Solicitor.

 

Monthly Reports

 

A.  Zoning

 

There were not any scheduled zoning hearings.

 

B.  Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C.  Regional Planning Commission Report

 

An update was provided. 

 

D.  Scheduling of Next Planning Commission Meeting 

 

The next Planning Commission Meeting is tentatively scheduled for August 3, 2016 subject to receipt of applications for review.

Mr. Fain moved to adjourn the meeting at 8:35 p.m.  The motion was seconded by Mr. Laessig and carried affirmatively.
