UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF AUGUST 3, 2016
Call to Order
The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.†
Planning Commission members in attendance included Richard Fain, Jacqueline Fiorito, Stefan Laessig and Brandon Reed. †Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.†
Citizensí comments were not presented.
Approval of Minutes
The approval of minutes was tabled.
Mrs. Fiorito announced that August 17, 2016 is the last date for submission of plans for review by the Township Engineer and discussion at the September 7, 2016 Regular Meeting.†
A.† Upper Perkiomen School District Zoning Hearing Application
Representatives of the Upper Perkiomen School District presented information concerning the proposed construction of a middle school building at a location on Montgomery Avenue.† The representatives reviewed and discussed with the Planning Commission the required zoning relief for which a zoning hearing is scheduled for August 17, 2016.† Discussion ensued.†
Mr. Reed moved that the Planning Commission recommend support for the requested zoning relief to the Board of Supervisors.† The motion was seconded by Mr. Laessig.† The motion carried affirmatively with Mr. Fain abstaining from the vote due to his employment association with Barry Isett & Associates, the school district project engineer.
Approval of Minutes
Chairman Fiorito requested an amendment to the meeting minutes to explain that her reason for voting no on the Northgate Phase 5B Subdivision Plan at the Township Planning Commission Meeting of July 6, 2016 was because she had not received a copy of the Northgate Phase 5B Subdivision Plan.† Mr. Fain moved to approve the minutes as revised.† The motion was seconded by Mr. Laessig and carried affirmatively.
Plans Scheduled for Discussion
Chairman Fiorito commented upon recreational facilities that would have been required for the entire Northgate project as per Township ordinances.† Chairman Fiorito commented upon the negative escrow status of T.H. Properties.† Discussion ensued concerning the possibility of limiting the issuance of use and occupancy permits if the escrow account is not brought to a current status.
Current Plans Without New Activity
Manager Seitzinger indicated that he met with representatives of Knoll, Inc. concerning their proposed land development plan at the former Comley property.† While a schedule is not available, Knoll, Inc. indicated a continued interest in developing the project at a future date.
A.† Zoning Ordinance Text Amendments
John Weber reviewed recommended zoning ordinance text amendments as revised at the direction of the Township Solicitor.† Discussion ensued.† Mr. Reed moved to recommend the ordinance as revised for approval consideration by the Board of Supervisors.† The motion was seconded by Mr. Laessig and carried affirmatively.
B.† Kershner Tract
A brief discussion ensued concerning the Kershner Tract and a request for representatives of the Planning Commission to attend an upcoming meeting of the Red Hill Borough Planning Commission.
Discussion ensued concerning waiver and contribution procedures for Upper Hanover Township.
The Pedersen Zoning Hearing Application was tabled for discussion at the September Planning Commission Meeting.

The monthly reports were entered into the record.
C.† Regional Planning Commission Report
The monthly report was entered into the record.†
D.† Scheduling of Next Planning Commission Meeting†
The next meeting of the Upper Hanover Township Planning Commission was scheduled for September 7, 2016.
Mr. Fain moved to adjourn the meeting at 8:58 p.m.† The motion was seconded by Mr. Reed and carried affirmatively. †
