UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF SEPTEMBER 7, 2016
Call to Order
The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito.
Planning Commission members in attendance included Alex Anastas, Richard Fain, Jacqueline Fiorito, Stefan Laessig and Brandon Reed. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.
Citizens in attendance did not present comments.
Approval of Minutes
Mr. Fain moved to approve the Regular Meeting minutes of August 3, 2016. The motion was seconded by Mr. Laessig and carried affirmatively with Mr. Anastas abstaining from the vote.
Chairman Fiorito announced that September 14, 2016 is the last date for submission of plans for review by the Township Engineer and discussion at the October 5, 2016 regular meeting.
Plans Scheduled for Discussion
A. Larry Romanowski, Congo-Kutztown Roads Parcel – Pre-Sketch Concept Plan
Larry Romanowski reviewed a proposed concept plan for a proposed 10 lot subdivision on a 27.55 acre parcel located at Congo Road and Kutztown Road. Discussion ensued. The Planning Commission expressed general concurrence for the current conceptual plan.
Current Plans Without New Activity
Manager Seitzinger reported upon a plan withdrawal letter received from Mr. DeMeno concerning his residential lot subdivision. It was noted that the Board of Supervisors will take an official action at the next Board of Supervisors meeting to formally accept the plan withdrawal and to note the plan withdrawal in the minutes.
A. Pederson Development Self Storage Zoning Hearing Application – 9-21-16
Members of the Planning Commission reviewed the application with Carl Pederson, Cynthia Smith of Horizon Engineers and Jeffrey C. Karver, Esquire. Discussion ensued. The Planning Commission recommended that the Board of Supervisors not oppose the requested variances.
B. Herrmann Zoning Hearing - 9-21-16
The Planning Commission reviewed the application and recommended that the Board of Supervisors not oppose the requested variances.
A. Sewage Planning Module Form
Mr. Fain moved to authorize Planning Commission signature to the Schultz Tract Sewage Facilities Planning Module Component 4A. The motion was seconded by Mr. Anastas and carried unanimously.
A. Building Permit Report and Escrow Report
The monthly reports were entered into the record.
C. Regional Planning Commission Report
Mr. Anastas provided an update on current activities.
Chairman Fiorito indicated that she was informed that residents at Northgate living at Glenhaven Way indicated that the current parking is not sufficient.
Discussion ensued concerning Upper Hanover Township Subdivision and Land Development Ordinance sketch plan requirements.
Mr. Laessig provided an update on the recent Red Hill Borough Planning Commission meeting concerning the proposed Kershner Tract Project.
Mr. Anastas indicated that due to work commitments he will not be able to continue serving on the Planning Commission following the end of 2016 and the expiration of his current appointment term.
Township Engineer Weber provided an update on the status of the Parklands Subdivision and the Macoby Run Phase 3 Project.
Mr. Laessig moved to adjourn the meeting at 8:43 p.m. The motion was seconded by Mr. Anastas and carried unanimously.
