UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF FEBRUARY 1, 2017

 

 

 

Call to Order

The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.

 

Roll Call

 

Planning Commission members in attendance were Jacqueline Fiorito, Bill Kalb, Stefan Laessig and Brandon Reed. Also in attendance were John Weber, Township Engineer, Sandy Koza, McMahon Associates and Stan Seitzinger, Jr., Township Manager.

 

Mrs. Fiorito announced that William Kalb was recently appointed as an alternate on the Upper Hanover Township Planning Commission.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

The minutes of January 4, 2017 were tabled for action at the March Planning Commission Meeting.

 

Announcements

 

Mrs. Fiorito announced that February 8, 2017 is the last date for submission of plans for review by the Township Engineer and discussion at the March 1, 2017 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A. Upper Perkiomen School District Middle School Land Development Application, Montgomery Avenue and Walt Road

 

Mr. Mazeika of Barry Isett & Associates discussed the most recent LTL Consultants review letter with members of the Planning Commission.

 

Tim Cunningham inquired as to whether a geotechnical report will be made available to the public. Township Engineer Weber indicated that the geotechnical report will be available for public review.

 

 

 

Sandy Koza of McMahon Associates discussed the January 30, 2017 McMahon Associates review letter.

 

Mayor Vickie Lightcap of Pennsburg Borough indicated the understanding that Upper Hanover Township would act as the lead applicant on the school warning flasher application.

 

Stefan Laessig moved to recommend approval of a waiver to Stormwater Management Ordinance Section 415-18.B.12 to allow a bottom slope of 1% for the proposed Area 2 basin. The motion was seconded by Mr. Reed and carried affirmatively.

 

Discussion ensued concerning pedestrian sidewalks and walkways.

 

Residents in attendance presented comments concerning blasting, dust control, flood plain and wetlands.

 

B. Sweetwater Land Development Phasing

 

John Weber explained the status of the proposed phasing for the project.

 

Current Plans Without New Activity

 

There was nothing new to report.

 

New Business

Monthly Reports

 

A.    Zoning

 

There was not any new zoning business to discuss.

 

B.     Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C.    Regional Planning Commission Report

 

Stefan Laessig provided an update.

 

D.    Scheduling of Next Planning Commission Meeting

 

The next Planning Commission Meeting is scheduled for March 1, 2017.

 

 

 

Adjournment

 

Mr. Laessig moved to adjourn the meeting at 7:54 p.m. The motion was seconded by Mr. Reed and carried affirmatively.
