UPPER HANOVER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING MINUTES OF APRIL 7, 2021

 

 

 

Call to Order

The remote Zoom meeting was called to order at 7:00 p.m. by Chairman Brandon Reed.

Roll Call

 

Planning Commission members in attendance were Sharon Bastone, Alternate, Richard Fain, William Kalb, Stefan Laessig and Brandon Reed. Also in attendance were John Weber, Township Engineer, Joseph Bresnan, Township Solicitor, John Sartor, P.E., Gilmore and Associates and Stan Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Chairman Reed recommended an amendment to the March 3, 2021 Planning Commission minutes concerning the motion on the Seewagen Conditional Use Hearing to read as follows:

 

Chairman Reed moved to recommend that the Board of Supervisors oppose the conditional use request for a 40 x 60 x 30 detached garage with the requested side and front yard setbacks. The motion was seconded by Mr. Kalb and carried unanimously. Further discussion suggested that the applicant consider a smaller structure with greater setbacks prior to the upcoming Board of Supervisors conditional use hearing.

 

Mr. Fain moved to approve the March 3, 2021 Planning Commission Regular Meeting Minutes as amended. The motion was seconded by Mr. Kalb and carried unanimously.

 

Old Business

 

Plans Scheduled for Discussion

 

A. Kershner Tract

 

Mr. Fain reviewed the outcome of a staff meeting held at Red Hill Borough in regard to the Kershner Tract and reported that Township Supervisors in attendance expressed a preference that the project not include a parking lot in the section of the project located in Upper Hanover Township.

 

 

 

Announcements

 

Mr. Reed announced that April 14, 2021 is the last date for submission of plans for review by the Township Engineer and discussion at the May 5, 2021 regular meeting.

 

Chairman Reed appointed Sharon Bastone as a voting member for the April 7, 2021 Planning Commission meeting due to the absence of Mr. Woodward.

 

Current Plans Without New Activity

 

There was nothing new to report.

 

New Business

 

1. School Bus Depot

 

It was reported that a land development plan for the school bus depot located at Water Street was expected to be file for discussion at the May 5, 2021 Planning Commission Meeting.

A. Zoning

 

1. Scott Ferguson Zoning Hearing May 19, 2021

 

The Planning Commission discussed the application with Scott Ferguson who was in attendance at the meeting. The Planning Commission decided to take no position on the application and did not make a recommendation for or against the application.

 

2. David Seewagen Zoning Hearing April 21, 2021

 

The Planning Commission decided to take no position on the application and did not make a recommendation for or against the application.

 

3. Donald Powers Zoning Hearing April 21, 2021

 

The Planning Commission decided to take no position on the application and did not make a recommendation for or against the application.

 

B. Northgate Landscaping

 

John Sartor, P.E., Gilmore Associates, reviewed and explained landscaping ordinance requirements related to the Traditional Neighborhood Design in place for the Northgate Subdivision.

 

 

 

 

 

B. Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C. Regional Planning Commission Report

 

Mr. Kalb provided an update on current regional planning activities.

 

D. Next Planning Commission Meeting May 5, 2021

 

The next Planning Commission meeting was tentatively scheduled for Wednesday, May 5 2021.

Mr. Laessig moved to adjourn the meeting at 7:45 p.m. The motion was seconded by Mrs. Bastone and carried unanimously.
