UPPER HANOVER TOWNSHIP PLANNING COMMISSION
MEETING MINUTES OF May 5, 2021
Call to Order
The remote Zoom meeting was called to order at 7:00 p.m. by Chairman Brandon Reed.
Planning Commission members in attendance were Sharon Bastone, Alternate; Richard Fain; William Kalb; Stefan Laessig; Timothy Woodward; and Brandon Reed. Also in attendance were Sandy Koza, P.E., McMahon Associates; John Weber, Township Engineer; Joseph Bresnan, Township Solicitor; and Stan Seitzinger, Jr., Township Manager.
Citizens in attendance did not present comments.
Approval of Minutes
Mr. Kalb moved to approve the April 7, 2021 Planning Commission meeting minutes. The motion was seconded by Mr. Laessig and carried unanimously.
Chairman Reed announced that May 12, 2021 is the last date for submission of plans for review by the Township Engineer and discussion at the June 2, 2021 regular meeting.
Plans Scheduled for Discussion
A. Krise Transportation Land Development
The McMahon Associates and LTL Consultants review letters were presented and discussed.
Mr. Fain moved to approve the following list of waivers and to provide preliminary and final approval of the Krise Transportation Land Development:
a. 425-301.1B(1). The plan is being processed simultaneously as preliminary and final.
b. 425-402.G and 425-403.E(2)(b). Water Street is not required to be widened.
c. 425-410. Applicant is not required to install sidewalks, curb and storm sewer.
d. 425-500.E(4). Property line buffers. New vegetation along the common property boundary with the residence to the north side of the property must be planted. Otherwise, existing vegetation shall serve as the buffer.
e. 425-411. Traffic impact study. A study is not required, but Applicant will sufficiently confirm in a narrative plan note that there will be a reduction in the number of trips to and from the site.
f. 424-405(B). There will be no required 300 foot separation of arterial driveways.
g. 424-407. The present stopping area slope of 5.5% is acceptable.
h. 425-416.A(1) and 416.D(1). Raised and curbed planting strips are not required adjacent to parking, as they would interfere with stormwater management.
The motion was seconded by Mr. Laessig and carried unanimously.
B. The Residences at Upper Hanover
John Nielsen reviewed proposed concept plans for development of the property located at Gravel Pike and Kraussdale Road. Discussion ensued. The Planning Commission members expressed a preference for age-qualified housing at the location.
Current Plans Without New Activity
Current plans without new activity were reviewed.
It was noted that a plan was filed for the development of an additional warehouse at the property located at 2512 Quakertown Road.
It was reported that a new zoning hearing application was received from Robert and Sharon Schnaars, 3078 Wild Run Road that would be scheduled for discussion by the Planning Commission at the June 2, 2021 meeting.
B. Building Permit Report and Escrow Report
The monthly reports were entered into the record.
C. Regional Planning Commission Report
Mr. Kalb provided an update on current activities.
D. Next Planning Commission Meeting – June 2, 2021
The Planning Commission unanimously agreed to hold a public, in-person Planning Commission meeting on June 2, 2021 at the Upper Hanover Township municipal building at 7:00 p.m.
Mr. Laessig moved to adjourn the meeting at 8:58 p.m. The motion was seconded by Mr. Kalb and carried unanimously.
