UPPER HANOVER TOWNSHIP PLANNING COMMISSION

MEETING MINUTES OF JUNE 2, 2021

 

 

 

Call to Order

 

The meeting was called to order at 7:05 p.m. by Chairman Brandon Reed followed by the Pledge of Allegiance to the Flag.

 

Roll Call

 

Planning Commission members in attendance were Sharon Bastone, Alternate, Richard Fain, William Kalb, Stefan Laessig, Brandon Reed, and Timothy Woodward. Also in attendance were Mary Lou Lowrie, P.E., Gilmore & Associates, John Sartor, P.E., Gilmore & Associates, John Weber, Township Engineer, Joseph Bresnan, Township Solicitor, Sandy Koza, P.E., McMahon Associates, and Stan Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Kalb moved to approve the May 5, 2021 Planning Commission meeting minutes. The motion was seconded by Mr. Fain and carried unanimously.

 

Announcements

 

Chairman Reed announced that June 16, 2021 is the last date for submission of plans for review by the Township Engineer and discussion at the July 7, 2021 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A. Green Meadows Sewage Facilities Planning Module Component 4A

 

Mr. Laessig moved to authorize the Chairman to sign the approval of the Component 4A for the Green Meadows Sewage Facilities Planning Module. The motion was seconded by Mr. Woodward and carried unanimously.

 

B. Wawa Land Development Plan

 

Karl Janetka, Van Cleef Engineering Associates and John Zaharchek, Summit Realty Advisors reviewed and discussed the McMahon Associates, Montgomery County Planning Commission and Gilmore & Associates review letters with the Planning Commission and staff.

 

It was noted that a waiver will be required for parking spot size.

 

Discussion ensued concerning the provision of electric service to the site.

 

C. Proposed Industrial Development, 2512 Quakertown Road

 

The plan was tabled for further review.

 

D. Demeno Property Sketch Plan, Gravel Pike

 

The general consensus of the Planning Commission was to express a preference for age qualified housing on smaller lots or larger lots if the proposed project is not age qualified.

 

Current Plans Without New Activity

 

There was nothing new to report.

Monthly Reports

 

A. Zoning

 

1. Robert and Sharon Schnaars Zoning Hearing June 16, 2021

 

The Planning Commission discussed the application and did not provide a recommendation for or against the application.

 

B. Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C. Regional Planning Commission Report

 

Mr. Kalb reported that work is proceeding on an update to the Regional Comprehensive Plan.

 

D. Next Planning Commission Meeting July 7, 2021

 

The next Planning Commission meeting is scheduled for Wednesday, July 7, 2021 at the Upper Hanover Township municipal building at 7:00 p.m.

Mr. Kalb moved to adjourn the meeting at 8:58 p.m. The motion was seconded by Mr. Laessig and carried unanimously.
