UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF JUNE 7, 2017

 

 

 

Call to Order

 

The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.

 

Roll Call

 

Planning Commission members in attendance were Alex Anastas, Richard Fain, Jacqueline Fiorito, William Kalb, Stefan Laessig and Brandon Reed.  Also in attendance were Edward Latshaw, Township Engineer, Joseph Bresnan, Township Solicitor, Sandy Koza, P.E., McMahon Associates and Stan Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Laessig moved to approve the May 3, 2017 Planning Commission Regular Meeting Minutes.  The motion was seconded by Mr. Reed and carried unanimously.

 

Announcements

 

Mrs. Fiorito announced that June 14, 2017 is the last date for submission of plans for review by the Township Engineer and discussion at the July 5, 2017 regular meeting. 

 

Old Business

 

Plans Scheduled for Discussion

 

A. 3221 Old School Road – Roy and Mary Bauman – Pre-Sketch Concept Plan

 

Roy and Mary Bauman of 3221 Old School Road discussed a pre-sketch, concept plan with the Planning Commission regarding the creation of one additional lot.

 

B.  Geryville Self Storage Land Development Plan, 2776 Geryville Pike

 

Carl Leitner of Barry Isett & Associates reviewed and discussed the June 1, 2017 LTL Consultants review letter with the Planning Commission.

 

Mr. Laessig moved to recommend approval of the following waivers:

 

 

A.    Section 425-402.G and Section 425-403.E(4)(b) – Road Widening

B.     Section 425-410- Sidewalks, Curbs, Storm Sewer

C.     Section 425-411 – Traffic Impact Study

 

The motion was seconded by Mr. Reed and carried unanimously.

 

C.  Sweetwater Golf Course Land Development Plan, 2554 Geryville Pike

 

The plan was tabled as per the request of the applicant.

 

D.  Glenwood Chase Subdivision

 

Jack Barbary reviewed the status of the project with the Planning Commission.

 

Mr. Fain moved to recommend amended final plan approval of the Glenwood Chace Subdivision Plan as per the LTL Consultants review letter dated June 1, 2017.  The motion was seconded by Mr. Anastas and carried unanimously.

 

E.  Schultz Minor Subdivision Preliminary and Final Approval

 

Mr. Reed moved to recommend preliminary and final approval of the Schultz Minor Subdivision Plan as per the LTL Consultants review letter dated April 28, 2016.  The motion was seconded by Mr. Laessig and carried unanimously.

 

F.  Upper Perkiomen School District Lot Consolidation Plan Preliminary and Final

     Approval and Upper Perkiomen School District Middle School Preliminary Land    

     Development Plan Approval

 

Joseph Clement, School District Solicitor, James Mazeika, Barry Isett & Associates and School Superintendent Alexis McGloin represented the applicant.  Discussion ensued.

 

Mr. Anastas moved to recommend preliminary and final approval of the Upper Perkiomen School District Lot Consolidation Plan as per the LTL Consultants review letter dated June 1, 2017.  The motion was seconded by Mr. Kalb.  Mr. Laessig disclosed that William Christman, the owner of the property adjacent to the school district property on Montgomery Avenue, is his former brother-in-law and that Mr. Laessig would not vote on any matters relating directly to Mr. Christman’s property on Montgomery Avenue.  The vote on the motion carried affirmatively with Mrs. Fiorito, Mr. Anastas, Mr. Laessig, Mr. Reed and Mr. Kalb voting yes and with Mr. Fain recusing himself from the vote.

 

Discussion ensued regarding the Upper Perkiomen School District Middle School Preliminary Land Development Plan.  The Planning Commission, the Middle School representatives, Township staff, residents and others reviewed and discussed the LTL Consultants review letter dated June 1, 2017, the McMahon Associates review letter dated June 5, 2017 and the Upper Hanover Township Planning Commission Recommendations During New UPSD Middle School Construction dated May 30, 2017 as prepared by the Upper Hanover Township Planning Commission.

 

Mr. Kalb moved to recommend approval of the Upper Perkiomen School District Middle School Preliminary Land Development Plan as per the LTL Consultants review letter dated June 1, 2017, the McMahon Associates review letter dated June 5, 2017 and the Upper Hanover Township Planning Commission Recommendations During New UPSD Middle School Construction dated May 30, 2017.  The motion was seconded by Mr. Anastas.  The motion carried affirmatively with Mr. Fain recusing himself from the vote.

 

Current Plans Without New Activity

 

Current plans without new activity were reviewed.

 

New Business

 

New business was not presented.

 

Monthly Reports

 

The monthly Zoning, Building Permit, Escrow and Regional Planning Commission Reports were entered into the record.

 

D. Scheduling of Next Planning Commission Meeting

 

The next Planning Commission meeting is scheduled for Wednesday, July 5, 2017 at

7 p.m.

Mr. Fain moved to adjourn the meeting at 8:58 p.m.  The motion was seconded by Mr. Laessig and carried unanimously.
