UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF OCTOBER 4, 2017
Call to Order
The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.
Planning Commission members in attendance were Alex Anastas, Richard Fain, Jacqueline Fiorito, William Kalb and Brandon Reed. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.
Citizen in attendance did not present comments.
Approval of Minutes
Mr. Anastas moved to approve the September 6, 2017 Planning Commission Regular Meeting Minutes. Mr. Reed requested a revision of the minutes to include the notation that he voted yes on the roll call vote regarding the Upper Perkiomen School District Middle School project. Mr. Anastas moved to revise his motion to approve the September 6, 2017 Planning Commission Regular Meeting Minutes incorporating the request from Mr. Reed. The motion was seconded by Mr. Reed. The motion carried affirmatively.
Mrs. Fiorito announced that October 11, 2017 is the last date for submission of plans for review by the Township Engineer and discussion at the November 1, 2017 regular meeting.
Plans Scheduled for Discussion
A. P&B Partitions Land Development Plan
Discussion ensued regarding the status of the land development plan. The plan was tabled for further review.
B. The Sosnin Tract Minor Subdivision
It was noted the Board of Supervisors would review the waiver requests at the next regular meeting. The plan was tabled for further review.
C. Sweetwater Golf Course Land Development Plan
Manager Seitzinger reported that he heard from the applicant and that a final decision on when the project might proceed was not established to date.
D. Glenwood Chase
The status of the plans that were previously recommended for approval by the planning commission was discussed.
Chairman Fiorito suggested the scheduling of a joint meeting with the Board of Supervisors.
1. Joanne Sheldon Zoning Hearing – October 18, 2017
Discussion ensued. Mr. Anastas moved to recommend that the Board of Supervisors oppose the requested use variance. The motion was seconded by Mr. Kalb and carried affirmatively.
2. Upper Perkiomen School District Zoning Hearing – October 18, 2017
Joseph Clement, Solicitor for the Upper Perkiomen School District reviewed and explained the requested variance relating to hours of operation at the Upper Perkiomen School District Middle School site.
Discussion ensued. The Planning Commission did not provide a recommendation.
B. Building Permit Report and Escrow Report
The monthly reports were entered into the record.
C. Regional Planning Commission Report
A summary of the September Regional Planning Commission meeting was presented.
D. Scheduling of Next Planning Commission Meeting
The next Planning Commission meeting is scheduled for November 1, 2017 at 7 p.m.
Mr. Anastas moved to adjourn the meeting at 7:35 p.m. The motion was seconded by Mr. Kalb and carried affirmatively.
