Call to Order


The meeting was called to order at 7:00 p.m. by Chairman Reed followed by the Pledge of Allegiance to the Flag.


Roll Call


Planning Commission members in attendance were Sharon Bastone, Alternate, Richard Fain, William Kalb, Stefan Laessig, and Brandon Reed. Also in attendance were Sandy Koza, P.E., McMahon Associates, John Weber, P.E., Township Engineer, Joseph Bresnan, Esq., Township Solicitor, and Stan Seitzinger, Jr., Township Manager.

Citizens comments were not presented.


Approval of Minutes


Mr. Kalb moved to approve the October 4, 2021 Planning Commission regular meeting. The motion was seconded by Mr. Laessig and carried unanimously.




Chairman Reed announced that November 15, 2021 is the last date for submission of plans for review by the Township Engineer and discussion at the December 6, 2021 regular meeting. Chairman Reed declared Mrs. Bastone as a voting member for the evening meeting.


Old Business


Plans Scheduled for Discussion


A. Proposed Industrial Development, 2512 Quakertown Road, Action Time Limit: October 31, 2021


The developer and their representatives did not attend the meeting. Staff provided a brief status update.  


B. Quakertown Road and Route 663 Land Development Sketch Plan, Action Time Limit: Not Applicable


Kelly Kestra, P.E., presented plans for the proposed project. Discussion ensued.


John Lorenzo presented documentation relating to his neighboring property.


Staff reviewed and discussed the McMahon Associates and LTL Consultants review letters.


A poll of the Planning Commission indicated general support for the proposed project.


Current Plans Without New Activity


Current plans without new activity were reviewed.


New Business


Chairman Reed noted the receipt of the MontCo 2040 Comprehensive Plan update.


Monthly Reports


A. Zoning


1.      Residences at Upper Hanover, Audubon Land Development, Age Restricted Residential Overlay District.

The Planning Commission, the applicant, and the applicant’s representatives reviewed and discussed the proposed project. The proposed density was reviewed and discussed.

2.      D. R. Horton, DeMeno Property Request for Rezoning

John Kennedy represented the applicant and presented an overview of the current proposal.

Township Solicitor Bresnan reviewed and explained the public hearing process for the proposed rezoning.


Mr. Laessig moved to recommend that the Board of Supervisors schedule a rezoning public hearing for the proposed project contingent on the plan being developed. The motion was seconded by Mrs. Bastone and carried unanimously.

3.      Village Centre, Palm, PA, Zoning Text Amendment

Mr. Bresnan indicated that he was in communication with the applicant’s lawyer concerning the proposed text change.


B.  Building Permit Report and Escrow Report


The monthly reports were entered into the record.





C.  Regional Planning Commission Report


Mr. Kalb provided an update.


D.  2022 Planning Commission Meeting Dates


The Planning Commission determined the meeting dates for 2022.





Mr. Fain moved to adjourn the meeting at 9:15 p.m. The motion was seconded by Mr. Kalb and carried unanimously.
