UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF NOVEMBER 2, 2016

 

 

 

Call to Order

The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.

 

Roll Call

 

Planning Commission members in attendance included Alex Anastas, Richard Fain, Jacqueline Fiorito, Stefan Laessig and Brandon Reed. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

A resident from 720 Montgomery Avenue indicated that he was not aware until recently of the proposed Upper Perkiomen School District Middle School Project.

 

Approval of Minutes

 

Mr. Fain moved to approve the Regular Meeting minutes of October 5, 2016. The motion was seconded by Mr. Reed and carried unanimously.

 

Announcements

 

Chairman Fiorito announced that November 16, 2016 is the last date for submission of plans for review by the Township Engineer and discussion at the December 7, 2016 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A. George and Susan Sosnin Pre-Sketch Concept Plan, Parestis Road

 

Susan Rice represented the applicant and proposed to provide grading plans when individual lots were sold. The Planning Commission expressed a general consensus with the proposal.

 

 

 

 

 

 

B. Upper Perkiomen School District Middle School Land Development Application, Montgomery Avenue and Walt Road

 

James Mazeika of Barry Isett & Associates reviewed and discussed the most recent LTL Consultants review letter and the McMahon Associates review letter. Also in attendance representing the school district were Karen Henry, Sandra Kassel and Robert Breslin of Breslin Ridyard Fadera Architects.

 

Walkways and pedestrian traffic were discussed. Residents inquired concerning planned no parking in front of the Middle School property on Montgomery Avenue. Residents raised concerns about ongoing drainage issues in the area of the project.

 

The plan was tabled for further review.

 

New Business

 

A. Alternate Sewage Areas Ordinance Discussion

 

The Planning Commission recommended that the primary on lot sewage location and the secondary location require both a soil probe and a perk test.

 

Monthly Reports

 

A. Zoning, Building Permit Report and Escrow Report

 

Manager Seitzinger entered the monthly Zoning, Building Permit and Escrow Report into the record.

 

Adjournment

 

Mr. Laessig moved to adjourn the meeting at 9:48 p.m. The motion was seconded by Mr. Fain and carried unanimously.
