UPPER HANOVER TOWNSHIP PLANNING COMMISSION

 REGULAR MEETING MINUTES OF NOVEMBER 4, 2020

 

 

 

Call to Order

 

The remote Zoom meeting was called to order at 7:00 p.m. by Chairman Brandon Reed.

 

Roll Call

 

Planning Commission members in attendance were Alex Anastas, Richard Fain, William Kalb, Stefan Laessig and Brandon Reed. Also in attendance were Sandy Koza, McMahon Associates, John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager. 

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Laessig moved to approve the October 7, 2020 Planning Commission Regular Meeting Minutes.  The motion was seconded by Mr. Kalb and carried affirmatively with Mr. Fain abstaining from the vote.

 

Announcements

 

Mr. Reed announced that November 11, 2020 is the last date for submission of plans for review by the Township Engineer and discussion at the December 2, 2020 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A.  Katherine & Robert Alburger Minor Subdivision

 

The most recent McMahon Associates and LTL Consultants review letters were discussed.

 

Mr. Fain moved to recommend preliminary and final approval of the Katherine and Robert Alburger Minor Subdivision subject to the McMahon Associates review letter dated October 26, 2020 and the LTL Consultants review letter dated October 30, 2020 and also subject to the plan recording not occurring until all outside agency approvals are received. The motion was seconded by Mr. Kalb and carried unanimously.

 

 

 

 

 

 

B.  Green Meadows Preliminary Plan

 

The most recent McMahon Associates and LTL Consultants review letters were discussed.

 

Mr. Anastas moved to recommend preliminary plan approval of the Green Meadows Subdivision subject to the LTL Consultants review letter dated October 30, 2020 and the McMahon Associates review letter dated October 29, 2020. The motion was seconded by Mr. Laessig and carried unanimously. 

 

Current Plans Without New Activity

 

There was nothing new to report.

 

New Business

 

Manager Seitzinger reported that the submittal of a possible conditional use application concerning a detached garage was pending.

 

Monthly Reports

 

A. Zoning

 

1.  Kevin and Allison Terrio Zoning Hearing, November 18, 2020

 

The Planning Commission reviewed and discussed the application and determined not to provide a recommendation for or against the application.

 

2. ATR – Age Targeted Residential Overlay District – Kraussdale Road

 

There was nothing new to report.

 

B.  Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C.  Regional Planning Commission Report

 

Mr. Anastas noted that a regional meeting was not held in the prior month.

 

D.  Next Planning Commission Meeting – December 2, 2020

 

The next Planning Commission meeting is tentatively scheduled for December 2, 2020.

Mr. Fain moved to adjourn the meeting at 7:37 p.m.  The motion was seconded by Mr. Kalb and carried unanimously.
