UPPER HANOVER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING MINUTES OF DECEMBER 2, 2020

Call to Order

The remote Zoom meeting was called to order at 7:00 p.m. by Chairman Brandon Reed.

Roll Call

Planning Commission members in attendance were Alex Anastas, Richard Fain, William Kalb, Stefan Laessig and Brandon Reed. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.

Citizen Comments

Citizens in attendance did not present comments.

Approval of Minutes

Mr. Laessig moved to approve the November 4, 2020 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Anastas and carried unanimously.

Announcements

Mr. Reed announced that December 16, 2020 is the last date for submission of plans for review by the Township Engineer and discussion at the January 6, 2021 regular meeting.

Old Business

Plans Scheduled for Discussion

A. Green Meadows Final Plan

The most recent McMahon Associates and LTL Consultants review letters were reviewed and discussed with the applicant.

Mr. Kalb moved to recommend final plan approval of the Green Meadows Subdivision subject to the LTL Consultants review letter dated November 24, 2020 and the McMahon Associates review letter dated November 30, 2020 with the approval recommendation also subject to the plan recording not occurring until all required outside agency approvals are received. The motion was seconded by Mr. Fain and carried unanimously.

Current Plans Without New Activity

Current plans without new activity were reviewed.

New Business

Monthly Reports

A. Zoning

1. Rocky Schnaars, 2574 Kutztown Road, Conditional Use Hearing – December 8, 2020

The Planning Commission reviewed the application and did not provide a recommendation for or against the application.

2. ATR – Age Targeted Residential Overlay District – Kraussdale Road

There was nothing new to report.

B. Building Permit Report and Escrow Report

The monthly reports were entered into the record.

C. Regional Planning Commission Report

Mr. Anastas provided an update concerning the most recent Regional Planning Commission meeting.

Further discussion ensued concerning a sign located on Kutztown Road.

D. Next Planning Commission Meeting – January 6, 2021

The next Planning Commission meeting is scheduled for Wednesday, January 6, 2021.

Adjournment

Mr. Anastas moved to adjourn the meeting at 7:25 p.m. The motion was seconded by Mr. Laessig and carried unanimously.
