HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF DECEMBER 6,
2017
Call to Order
The
meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed
by the Pledge of Allegiance to the Flag.
Roll Call
Planning Commission members in attendance were Alex Anastas, Richard
Fain, Jacqueline Fiorito, William Kalb and Brandon Reed. Also in attendance were John Weber, Township
Engineer, Mary Lou Lowrie, P.E., Sandy Koza, P.E. and Stan Seitzinger, Jr.,
Township Manager.

Citizen
in attendance did not present comments.
Approval of Minutes
Mr.
Anastas moved to approve the November 1, 2017 Planning Commission and Upper
Hanover Board of Supervisors Joint Regular Meeting Minutes. The motion was
seconded by Mr. Reed. The motion carried unanimously.
Announcements
Mrs.
Fiorito announced that December 13, 2017 is the last date for submission of
plans for review by the Township Engineer and discussion at the January 3, 2018
regular meeting.
Old Business
Plans Scheduled for Discussion
A. Northgate –Commercial and
Open Space Lot Line Amendment
Dean Rittenhouse represented the applicant. Discussion ensued.
Mr. Fain moved to recommend a waiver to Subdivision and Land Development Ordinance Section 309.1.D.1.a which requires existing features to be shown on a minor subdivision/lot line change plan. The motion was seconded by Mr. Anastas and carried unanimously.
Mary Lou Lowrie of Gilmore & Associates reviewed and discussed the Gilmore & Associates review letter dated November 22, 2017.
Mr. Kalb moved to recommend Preliminary and Final Plan approval of the Northgate Open Space A and Commercial Lot Line Change Minor Subdivision Plan prepared by Van Cleef Engineering Consultants, dated November 10, 2017 and revised November 21, 2017 incorporating the recommendations contained in the Gilmore & Associates review letter dated November 22, 2017. The motion was seconded by Mr. Anastas and carried unanimously.
B. Northgate – Phase 2G
Subdivision Plan
Mr. Anastas moved to recommend a waiver from the requirements of Subdivision and Land Development Ordinance Sections 500.4.A, 1001.8.A, 1002.4 and appendix B which requires that street trees shall be selected from the approved lists contained within the ordinance. The motion was seconded by Mr. Reed and carried unanimously.
Discussion ensued concerning driveways and parking.
Mr. Fain moved to recommend Preliminary and Final Plan approval of the Northgate Subdivision Phase 2G Plan (Lots 109-116, 140-155, 204-217, 242-244) prepared by Van Cleef Engineering Consultants and dated November 10, 2017 as per the Gilmore and Associates review letter dated November 29, 2017 and subject to a finalization of a dollar amount for the installation of a tot lot at Phase 2G. The motion was seconded by Mr. Reed and carried unanimously.
C. P&B Partitions Land
Development Plan
There was nothing new to report.
D. The Sosnin Tract Minor Subdivision Plan
Susan Rice, P.E. of STA Engineering, represented the applicant.
Mr. Anastas moved to recommend approval of waivers to Subdivision and Land Development Ordinance Section 425-500.D(1)(a) and Section 425-500.D(2) for street trees that are required along existing streets when they abut any proposed subdivision. The motion was seconded by Mr. Kalb and carried unanimously.
Mr. Anastas moved to recommend Preliminary and Final approval of the Sosnin Minor Subdivision Plan as per the plan prepared by STA Engineering, Inc. dated July 5, 2017, last revised November 10, 2017 incorporating the recommendations contained in the LTL Consultants review letter dated November 29, 2017. The motion was seconded by Mr. Kalb and carried unanimously.
E. Premier Trailer
Leasing Sketch Plan
Shaun Haas of Langan represented the applicant. The Planning Commission reviewed and discussed the submitted sketch plan and the LTL Consultants review letter. It was recommended that the applicant submit a revised sketch plan for further discussion.
F. The Crossings at
Upper Hanover Sketch Plan
Cynthia Smith, P.E. of Horizon Engineers represented the applicant. Discussion ensued. No action was taken.
G. Sweetwater Golf Course Land Development Plan
There was nothing new to report.
New Business
A. 2018 Meeting Dates and Times
The
Planning Commission recommended holding the July meeting on July 5, 2018.
B. Hereford-Washington Joint Comprehensive Plan
A
brief discussion ensued regarding the submitted plan.
Monthly Reports
A. Zoning
1. Firely Zoning Application
Discussion
ensued. The Planning Commission did not provide a recommendation. Discussion
ensued regarding placement of all Zoning Hearing notices in the Town and
Country newspaper instead of the Pottstown Mercury.
2. Zoning Ordinance – Small Domestic Animals
The
Planning Commission recommended the elimination of paragraph D in order to
revise the applicable section of the Township’s Zoning Ordinance.
B. Building Permit Report and
Escrow Report
The
monthly reports were entered into the record.
C. Regional Planning Commission
Report
It
was reported that the monthly meeting was canceled.
D. Scheduling of Next Planning Commission Meeting
The
next Planning Commission meeting is scheduled for January 3, 2018 at 7 p.m.
Upper Perkiomen Middle School Project
Township
Engineer John Weber provided an update on the status of the canceled project.
