UPPER HANOVER TOWNSHIP PLANNING COMMISSION
†REGULAR MEETING MINUTES OF JANUARY 2, 2020
Call to Order
The meeting was called to order at 7:00 p.m. by Chairman Brandon Reed followed by the Pledge of Allegiance to the Flag.
Planning Commission members in attendance were Alex Anastas, Richard Fain, William Kalb, Stefan Laessig and Brandon Reed. †Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.†
Chairman Reed appointed William Kalb as a voting member.
Election of 2020 Officers
The Chair of the meeting was turned over to Township Manager Stanley Seitzinger, Jr.† Mr. Seitzinger requested nominations for a slate of officers.
Mr. Fain moved to appoint Brandon Reed as Chairman and Alexander Anastas as Vice-Chairman as the 2020 Planning Commission officers.† The motion was seconded by Laessig and carried unanimously.
Regional Planning Appointments
Mr. Anastas agreed to continue as the Regional Planning Commission representative with Mr. Kalb as the alternate.†
Citizensí comments were not presented.
Approval of Minutes
Mr. Laessig moved to approve the December 4, 2019 Planning Commission Regular Meeting Minutes. †The motion was seconded by Mr. Anastas and carried affirmatively with Mr. Reed abstaining from the vote.
Mr. Reed announced that January 15, 2020 is the last date for submission of plans for review by the Township Engineer and discussion at the February 5, 2020 regular meeting.
Jacqueline Fiorito Resignation
Chairman Reed notified the Planning Commission members that Jacqueline Fiorito resigned from the Township Planning Commission after serving since March 14, 2006.† The Planning Commission expressed appreciation for the many years of service by Mrs. Fiorito.
Chairman Reed indicated that if Mr. Kalb is appointed to take over the Regular Planning Commission position, an alternate representative will be required.
Plans Scheduled for Discussion
There were not any plans scheduled for discussion.
Current Plans Without New Activity
Current plans without new activity were reviewed.
New business was not presented.
1.† Digital Signs Ordinance
The Planning Commission reviewed the latest draft of the proposed ordinance and recommended amendments concerning limiting the luminescence so as not to exceed 250 nits from dawn to dusk and 125 nits from dusk to dawn.
Mr. Anastas moved to recommend the proposed digital signs ordinance to the Board of Supervisors as amended.† The motion was seconded by Mr. Laessig and carried unanimously.
B.† Building Permit Report and Escrow Report
The monthly reports were entered into the record.
C.† Regional Planning Commission Report
It was reported that a December meeting was not held.
Discussion ensued concerning the junk yard located near Montgomery Avenue and Route 663.
A discussion ensued concerning whether a Township ordinance should be created concerning limitations on the planting of bamboo.
E. †Next Planning Commission Meeting
The next Planning Commission meeting is scheduled for February 5, 2020.
Mr. Anastas moved to adjourn the meeting at 7:45 p.m.† The motion was seconded by Mr. Laessig and carried unanimously. †
