UPPER HANOVER TOWNSHIP PLANNING COMMISSION

 REGULAR MEETING MINUTES OF FEBRUARY 3, 2021

 

 

 

Call to Order

 

The remote Zoom meeting was called to order at 7:00 p.m. by Chairman Brandon Reed.

 

Roll Call

 

Planning Commission members in attendance were Sharon Bastone, Alternate, Richard Fain, William Kalb, Stefan Laessig, Brandon Reed and Timothy Woodward. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager. 

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Laessig moved to approve the January 6, 2021 Planning Commission Regular Meeting Minutes.  The motion was seconded by Mr. Kalb and carried unanimously.

 

Announcements

 

Mr. Reed announced that February 10, 2021 is the last date for submission of plans for review by the Township Engineer and discussion at the March 3, 2021 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A. Alburger Planning Module

 

Township Engineer John Weber reviewing the Alburger Planning Module and explained required approvals. Mr. Woodward moved to authorize Planning Commission signatures for approval of the Planning Module. The motion was seconded by Mr. Kalb and carried unanimously.

 

Current Plans Without New Activity

 

Mr. Seitzinger reported that he received an indication from P & B Partitions that there were plans to reactivate the project and move forward in 2021.

 

 

 

New Business

 

There was not any new business to report.

 

Monthly Reports

 

A. Zoning

 

1.  ATR – Age Targeted Residential Overlay District – Kraussdale Road

 

There was nothing new to report.

 

2.  Thomas and Lara Bucher Zoning Hearing

 

Discussion ensued. Mr. Fain moved to approve not providing a recommendation for or against the application. The motion was seconded by Mr. Laessig and carried unanimously.

 

3. Impervious Coverage

 

A brief discussion ensued as to whether the Township Zoning Ordinance should be revised to provide further direction concerning impervious coverage requirements in R-1 and R-2 districts. The consensus of the Planning Commission was that impervious coverage had not been an ongoing issue and that additional review was not required at this time.

 

B.  Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C.  Regional Planning Commission Report

 

Mr. Kalb provided an overview of current regional planning activities.

 

D.  Next Planning Commission Meeting – March 3, 2021

 

The next Planning Commission meeting was tentatively scheduled for Wednesday, March 3, 2021.

Mr. Kalb moved to adjourn the meeting at 7:38 p.m.  The motion was seconded by Mr. Laessig and carried unanimously.
