UPPER HANOVER TOWNSHIP PLANNING COMMISSION

 REGULAR MEETING MINUTES OF MARCH 3, 2021

 

 

 

Call to Order

 

The remote Zoom meeting was called to order at 7:00 p.m. by Chairman Brandon Reed.

 

Roll Call

 

Planning Commission members in attendance were Sharon Bastone, Alternate, Richard Fain, William Kalb, Brandon Reed and Timothy Woodward. Also in attendance were John Weber, Township Engineer, Sandy Koza, P.E., McMahon Associates and Stan Seitzinger, Jr., Township Manager.

 

Chairman Reed appointed Sharon Bastone as a voting member due to the absence of Mr. Laessig.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Fain moved to approve the February 3, 2021 Planning Commission Regular Meeting Minutes.  The motion was seconded by Mr. Kalb and carried unanimously.

 

Announcements

 

Mr. Reed announced that March 17, 2021 is the last date for submission of plans for review by the Township Engineer and discussion at the April 7, 2021 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A. Wa-Wa, Inc. Sketch Plan

 

Discussion ensued concerning the proposed Wa-Wa at Northgate Boulevard.

 

The Planning Commission expressed general support for the plan concept.

 

 

 

 

 

B. Kershner Tract

 

Chris Lash reviewed and discussed the Kershner Tract Subdivision with the Planning Commission. Discussion ensued concerning the size and configuration of a parking lot proposed in the project portion located in Upper Hanover Township.

 

C. Hendricks Group Developers – Montgomery Avenue Tract

 

The Planning Commission discussed the portion of the project located in Upper Hanover Township.

 

Current Plans Without New Activity

 

There was nothing new to report.

 

 

There was not any new business to report.

 

 

A. Zoning

 

1. David Seewagen Conditional Use Hearing

 

The Planning Commission reviewed and discussed the proposed detached garage conditional use application at the David Seewagen property located at 3286 Hillegass Road.

 

Chairman Reed moved to recommend that the Board of Supervisors oppose the conditional use request for a 40’ x 60’ x 30’ detached garage with the requested side and front yard setbacks. The motion was seconded by Mr. Kalb and carried unanimously. Further discussion suggested that the applicant consider a smaller structure with greater setbacks prior to the upcoming Board of Supervisors conditional use hearing.

 

New Business

 

A. New Hanover Township Comprehensive Plan

 

Planning Commission members requested that the Township Manager contact representatives of neighboring New Hanover Township to indicate that the Township does not have any comments on the proposed comprehensive plan.

 

Monthly Reports

 

A. Zoning

 

Chairman Reed indicated his understanding that the property previously proposed for the ATR Zoning was under agreement with a new owner.

 

 

 

B.  Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C.  Regional Planning Commission Report

 

Mr. Kalb provided an update on current regional planning activities.

 

D.  Next Planning Commission Meeting – March 3, 2021

 

The next Planning Commission meeting was tentatively scheduled for Wednesday, March 3, 2021.

Mr. Woodward moved to adjourn the meeting at 9:28 p.m.  The motion was seconded by Mr. Kalb and carried unanimously.
