UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF APRIL 4, 2018
Call to Order
The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.
Planning Commission members in attendance were Alex Anastas, Richard Fain, Jacqueline Fiorito, William Kalb, Stefan Laessig and Brandon Reed. Also in attendance were John Weber, and Stan Seitzinger, Jr., Township Manager.
Citizen Comments were not presented.
Approval of Minutes
Mr. Fain moved to approve the January 3, 2018 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Anastas. The motion carried unanimously.
Mrs. Fiorito announced that April 11, 2018 is the last date for submission of plans for review by the Township Engineer and discussion at the May 2, 2018 regular meeting.

Current Plans Without New Activity
Current plans without new activity were reviewed.
A. Montgomery County Planning Commission New Online 247 Review Submission
The Planning Commission reviewed the new submission process.
B. Jefferson St. Properties, Fairview Street, Planning Module, Component 4A
The Planning Commission agreed to authorize the Planning Commission signature to the above referenced planning module component.
1. John Haines IV and Marty Bairs Zoning Hearing – April 18, 2018
Discussion ensued concerning the requested variance.
Mr. Reed moved that the Planning Commission recommend to the Upper Hanover Township Zoning Hearing Board and the Upper Hanover Township Board of Supervisors that if the Zoning Hearing Board approves a variance for the Haines-Bairs application, the variance should apply to zoning ordinance section 500-835.D in lieu of the section
500-836 that was originally requested in the zoning hearing application and that was included in the public hearing notice. The motion was seconded by Mr. Anastas. The motion carried affirmatively with Mr. Laessig and Mr. Fain recusing themselves from the vote and with Mrs. Fiorito, Mr. Anastas, Mr. Reed and Mr. Kalb voting yes.
2. Ordinance #2018-02, Zoning Ordinance Amendment, Small Domestic Animals
The Planning Commission reviewed the latest draft of the proposed ordinance. Mr. Fain moved to recommend advertisement and adoption of the proposed ordinance to the Board of Supervisors. The motion was seconded by Mr. Laessig and carried unanimously.
B. Building Permit Report and Escrow Report
The monthly reports were entered into the record.
C. Regional Planning Commission Report
An update was provided.
D. Scheduling of Next Planning Commission Meeting
The next Planning Commission meeting is scheduled for May 2, 2018.
Mr. Fain moved to adjourn the meeting at 7:55 p.m. The motion was seconded by Mr. Anastas and carried unanimously.
