UPPER HANOVER TOWNSHIP PLANNING COMMISSION

 REGULAR MEETING MINUTES OF MAY 1, 2019

 

 

 

Call to Order

 

The meeting was called to order at 7:00 p.m. by Chairman Brandon Reed followed by the Pledge of Allegiance to the Flag.

 

Roll Call

 

Planning Commission members in attendance were Alex Anastas, Richard Fain, Stefan Laessig and Brandon Reed.  Also in attendance were John Weber, Township Engineer, Chad Dixson, McMahon Associates and Stan Seitzinger, Jr., Township Manager. 

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Anastas moved to approve the April 3, 2019 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Laessig and carried affirmatively.

 

Announcements

 

Mr. Reed announced that May 15, 2019 is the last date for submission of plans for review by the Township Engineer and discussion at the June 5, 2019 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

1. 1509 Markley Road Lot Line Adjustment

 

Susan Rice represented the applicant. Discussion ensued. Mr. Anastas moved to recommend preliminary and final approval of the 1509 Marley Road Lot Line Adjustment as per the plan prepared by STA Engineering dated April 4, 2019 subject to the LTL Consultants review letter dated April 25, 2019. The motion was seconded by Mr. Laessig and carried affirmatively.

 

2. Sweet Water Tasting Room Land Development Plan

 

Bob Irick represented the applicant. Discussion ensued.

 

Mr. Laessig moved to recommend preliminary and final approval of the Sweet Water Tasting Room Land Development Plan subject to a Board of Supervisor approval of the previously recommended waivers and subject to the LTL Consultants review letter dated April 25, 2019 and the McMahon Associates review letter dated April 25, 2019. The motion was seconded by Mr. Anastas and carried affirmatively.

 

3. Gillespie Electric Building Addition Land Development Plan

 

Discussion ensued concerning the possible need for a traffic impact study at the intersection of State Road and Water Street. The consensus was that a traffic impact study should not be required.

 

Discussion ensued. The plan was tabled for further review.

 

Current Plans Without New Activity

 

Current plans without new activity were reviewed.

 

New Business

 

A. Official Map Amendment

 

The Planning Commission reviewed and discussed a proposed amendment to the official map of Upper Hanover Township.

 

John Lorenzo presented comments concerning his property as it related to the proposed official map.

 

Mr. Anastas moved to recommend that the Board of Supervisors approve the revised official map of Upper Hanover Township as presented. The motion was seconded by Mr. Fain and carried affirmatively.

A. Zoning

 

1. Lighted and Digital Signs

 

The Township Engineer is working on proposed draft regulations.  

 

B.  Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C.  Regional Planning Commission Report

 

Mr. Anastas provided an update on the multi-regional greenway study that was recently completed.

 

 

Other

 

1. School Warning Flasher

 

It was noted that the school warning flasher configuration on Montgomery Avenue will no longer consist of a solar energy source.

Mr. Anastas moved to adjourn the meeting at 8:15 p.m.  The motion was seconded by Mr. Laessig and carried affirmatively.
