Call to Order

The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.


Roll Call


Planning Commission members in attendance were Alex Anastas, Richard Fain, Jacqueline Fiorito, Stefan Laessig, Brandon Reed and alternate Bill Kalb. Also in attendance were John Weber, Township Engineer, Mary Lou Lowrie, P.E. of Gilmore & Associates, and Stan Seitzinger, Jr., Township Manager.

Approval of Minutes


Mr. Fain moved to approve the June 6, 2018 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Anastas. The motion carried unanimously.




Mrs. Fiorito announced that July 11, 2018 is the last date for submission of plans for review by the Township Engineer and discussion at the August 1, 2018 regular meeting.


Plans Scheduled for Discussion


1. Premier Trailer Leasing Preliminary and Final Plan


The Planning Commission reviewed and discussed the LTL Consultants waiver recommendation letter dated June 28, 2018 with Shaun Haas, P.E., representing the applicant.


Mr. Fain moved to recommend the following waivers as per the June 28, 2018 LTL Consultants waiver recommendation letter and the June 1, 2018 McMahon Associates review letter:


  1. Section 425-402.G(2) Road Widening for Geryville Pike and Old School Road
  2. Section 425-405 Driveway Spacing
  3. Section 425-410 Sidewalks, Curb and Storm Sewer
  4. Section 425-411 Traffic Impact Study A partial waiver to allow a limited traffic impact study as per the McMahon Associates review letter dated June 1, 2018
  5. Section 425-500.A(4) and 425.500.B(2) Tree Survey Plan
  6. Section 425-500.D(1) Street Trees
  7. Section 425-500.E Property Line Buffer
  8. Section 425-500.F Site Element Screen


The motion was seconded by Mr. Laessig and carried unanimously.


2. Northgate Open Space Lot Line Adjustment


Mr. Laessig moved to recommend approval of a waiver to SALDO Section 309.1.D.1.a to eliminate the requirement to show existing features on the minor subdivision/lot line change plan for the Northgate Open Space Lot Line Adjustment. The motion was seconded by Mr. Anastas and carried unanimously.


Mr. Reed moved to recommend preliminary and final approval of the Northgate Open Space Lot Line Adjustment Plan as per the Gilmore and Associates review letter dated July 3, 2018 subject to the approval of SALDO Waiver Section 309.1.D.1.a. The motion was seconded by Mr. Anastas and carried unanimously.

New Business


1. 2030 Corning Road Minor Subdivision 2 Lots


It was reported that the minor subdivision review would proceed further after the upcoming zoning hearing related to the project.


Monthly Reports


A. Zoning


1. John Larson Zoning Hearing, Lot #26, State Street


Discussion ensued. Mr. Anastas moved to recommend that Upper Hanover Township Zoning Hearing Board include a recommendation for the John Larson Zoning Hearing Application that a condition of approval include a requirement that all vehicles stored at the location must be located inside the proposed pole barn/garage. The motion was seconded by Mr. Laessig and carried unanimously.


2. Alan Zander Zoning Hearing, 2030 Corning Road


The application was reviewed. No recommendation was provided.



3. Indoor Pistol Range


Mr. Anastas reported that he was contacted by a potential applicant with an interest in creating an indoor pistol target range associated with the Powderbourne Gun Club. It was recommended that the applicant submit a zoning permit application for consideration.


B. Building Permit Report and Escrow Report


The monthly reports were entered into the record.


C. Regional Planning Commission Report


A meeting was not held in the month of June.


D. Next Planning Commission Meeting


The next Planning Commission meeting is scheduled for August 1, 2018.




Mr. Anastas moved to adjourn the meeting at 8:12 p.m. The motion was seconded by Mr. Fain and carried unanimously.
