UPPER HANOVER TOWNSHIP PLANNING COMMISSION REGULAR MEETING MINUTES OF AUGUST 2, 2017

 

Call to Order

The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.

 

Roll Call

 

Planning Commission members in attendance were Alex Anastas, Richard Fain, Jacqueline Fiorito, William Kalb and Stefan Laessig. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Anastas moved to approve the July 5, 2017 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Laessig and carried unanimously.

 

Announcements

 

Mrs. Fiorito announced that August 16, 2017 is the last date for submission of plans for review by the Township Engineer and discussion at the September 6, 2017 regular meeting.

 

Old Business

 

Plans Scheduled for Discussion

 

A. Geryville Self Storage Land Development Plan

 

Karl Leitner, P.E., of Barry Isett & Associates represented the applicant. Discussion ensued. Mr. Leitner reviewed the most recent LTL Consultants review letter with members of the Planning Commission. It was noted that the project had not yet received approval from the Pennsylvania Department of Environmental Protection/Montgomery County Conservation District regarding the required NPDES Permit. A brief discussion ensued concerning the final design and elevation changes and phasing for the project.

 

Mr. Kalb moved to recommend final plan approval for the Geryville Self Storage Land Development Plan subject to receipt of the required NPDES Permit and the July 28, 2017 LTL Consultants review letter. The motion was seconded by Mr. Anastas. The motion was not approved with Mr. Kalb and Mr. Anastas voting yes, with Mr. Laessig and Mrs. Fiorito voting no and with Mr. Fain recusing himself from the vote.

 

B. Sweetwater Golf Course Land Development Plan, P&B Partitions Land

Development Plan and Upper Perkiomen School District Middle School Final

Land Development Plan

 

The three reference plans were tabled.

 

Discussion ensued regarding the September 12, 2017 action time limit for the Upper Perkiomen School District Middle School Project.

 

C. The Sosnin Tract Minor Subdivision, Parestis Road, Action Time Limit: Waiver of

Review Time Requirements

 

Susan Rice of STA Engineers discussed the LTL Consultants August 1, 2017 waiver review letter with members of the Planning Commission. Mr. Laessig moved to recommend approval of the following waivers:

 

  1. 425-402.G Road Widening
  2. 425-406.B(1) Driveway Spacing
  3. 425-410 Sidewalks, Curb, Storm Sewer
  4. 425-411 Traffic Study Impact
  5. 425-414(B) Lot Depth to Width Ratio

 

The motion was seconded by Mr. Anastas and carried affirmatively.

 

Current Plans Without New Activity

 

Current plans without new activity were reviewed.

 

It was recommended by the Planning Commission that the two remaining listed items be deleted from future agendas.

 

New Business

 

A. Southwestern Lehigh County Comprehensive Plan

 

Manager Seitzinger advised the members of the Planning Commission that the Southwestern Lehigh County Comprehensive Plan was available for review and comment.

 

Monthly Reports

 

A. Zoning

 

1. Gravel 38, LLC Zoning Hearing Board Adjudication

 

Discussion ensued regarding the adjudication as approved by the Zoning Hearing Board on July 19, 2017.

 

 

 

B. Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C. Regional Planning Commission Report

 

Mr. Laessig provided an update.

 

D. Scheduling of Next Planning Commission Meeting

 

The next Planning Commission meeting is scheduled for September 6, 2017.

 

Other

 

The Planning Commission discussed the previous determination that a left turn prohibition at the intersection of Otts Road and Route 663 was not warranted as per a prior study.

Mr. Anastas moved to adjourn the meeting at 8:07 p.m. The motion was seconded by Mr. Laessig and carried affirmatively.
