UPPER HANOVER TOWNSHIP PLANNING COMMISSION
REGULAR MEETING MINUTES OF AUGUST 1, 2018
Call to Order
The meeting was called to order at 7:00 p.m. by Chairman Jacqueline Fiorito followed by the Pledge of Allegiance to the Flag.
Planning Commission members in attendance were Alex Anastas, Richard Fain, Jacqueline Fiorito, Stefan Laessig and Brandon Reed. Also in attendance were Sandy Koza, P.E., McMahon Associates, Ed Latshaw, P.E., LTL Consultants and Stan Seitzinger, Jr., Township Manager.
Citizens in attendance did not present comments.
Approval of Minutes
Mr. Anastas moved to approve the July 5, 2018 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Laessig. The motion carried unanimously.
Mrs. Fiorito announced that August 15, 2018 is the last date for submission of plans for review by the Township Engineer and discussion at the September 5, 2018 regular meeting.
Plans Scheduled for Discussion
1. Premier Trailer Leasing Preliminary and Final Plan
Shaun Haas, P.E. of Langan Engineering reviewed and discussed the status of the plan with the Planning Commission.
Mr. Laessig moved to recommend preliminary approval of the Premier Trailer Leasing preliminary plan subject to the LTL Consultants review letter dated July 26, 2018, the McMahon Associates review letter dated July 25, 2018, the issuance of the Highway Occupancy Permit by Montgomery County and the finalization of approval from The Upper Hanover Authority. The motion was seconded by Mr. Fain and carried unanimously.
2. 2030 Corning Road Minor Subdivision Waivers
Susan Rice, P.E. of S.T.A. Engineering, Inc. reviewed and discussed the July 26, 2018 LTL review letter. Douglas Crossin of George Road expressed concern about existing drainage issues at the project location.
Mr. Anastas moved to recommend approval of the following waivers:
• Section 425-402.G – Road Widening
• Section 425-406.B(1) – Driveway Spacing
• Section 425-410 – Sidewalks, Curb, Storm Sewer
• Section 425-411 – Traffic Impact Study
• Section 425-500.D(3)(d) – Street Trees
The motion was seconded by Mr. Reed and carried unanimously.
2. Northgate Proposed Open Space and Parking Plan
Shaun Hackman, THP Properties, Brian Seidel, of Seidel Planning and Design, Brian Neckerman, President of the Northgate Master Home Owners Association and Chad Gehman, THP Properties presented a proposed open space and parking plan that will revise open space areas and create an additional 59 parking spaces throughout the Northgate Community. The Planning Commission expressed a general consensus with the concept subject to a review by Gilmore & Associates, but did not approve a recommendation to the Board of Supervisors at the present time.

Current plans without new activity were reviewed.
New business was not presented.
1. Zoning Ordinance Updates
Manager Seitzinger reported that the Township Solicitor is working on Zoning Ordinance updates regarding group homes, traffic study requirements, OSHA noise, commercial solar energy and signs.
B. Building Permit Report and Escrow Report
The monthly reports were entered into the record.
C. Regional Planning Commission Report
Mr. Reed provided an update.
D. Next Planning Commission Meeting
The next Planning Commission meeting is scheduled for September 5, 2018.
Mr. Anastas moved to adjourn the meeting at 8:45 p.m. The motion was seconded by Mr. Reed and carried unanimously.
