Call to Order

The meeting was called to order at 7:00 p.m. by Chairman Brandon Reed followed by the Pledge of Allegiance to the Flag.

Roll Call


Planning Commission members in attendance were Alex Anastas, Richard Fain, Jacqueline Fiorito, William Kalb and Brandon Reed. Also in attendance were John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.


Chairman Reed designated William Kalb as a voting member of the Planning Commission for the meeting due to the absence of Mr. Laessig.


Citizen Comments


Kevin Gashlin reviewed stormwater concerns at the Parklands Subdivision. Township Engineer Weber indicated that he will be meeting on site to review the concerns.


Approval of Minutes


Mrs. Fiorito moved to approve the June 5, 2019 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Anastas and carried unanimously.


Old Business


Plans Scheduled for Discussion


1. Community Bible Fellowship Church


Representatives of the Community Bible Fellowship Church presented a pre-sketch concept plan regarding a proposed church facility in the vicinity of Graber Road and Campbell Road.


Current Plans Without New Activity


Current plans without new activity were reviewed.

Monthly Reports


A. Zoning


1. Michael and Tami Carpenter Zoning Hearing August 21, 2019


The Planning Commission reviewed and discussed the scheduled zoning hearing and did not offer a recommendation for or against the request.


2. Lighted and Digital Signs


The Planning Commission reviewed and discussed the latest draft of the proposed ordinance. Mr. Anastas moved to recommend the draft for adoption to the Board of Supervisors. The motion was seconded by Mrs. Fiorito and carried unanimously.


3. Other


Discussion ensued concerning a possible amendment to the Subdivision and Land Development Ordinance concerning outside agency approvals. Mrs. Fiorito moved to recommend elimination of Section 425-307A.(6) from the Subdivision and Land Development Ordinance. The motion was seconded by Mr. Fain and carried unanimously.


4. Kershner Tract


Manager Seitzinger reported that nothing was filed to date with Upper Hanover Township concerning the proposed Kershner Tract Project.


B. Building Permit Report and Escrow Report


The monthly reports were entered into the record.


C. Regional Planning Commission Report


A monthly meeting was not held by the Regional Planning Commission in July.




Mrs. Fiorito moved to adjourn the meeting at 8:05 p.m. The motion was seconded by Mr. Kalb and carried unanimously.
