UPPER HANOVER TOWNSHIP PLANNING COMMISSION

REGULAR MEETING MINUTES OF SEPTEMBER 2, 2020

 

 

Call to Order

The remote Zoom meeting was called to order at 7:00 p.m. by Chairman Brandon Reed.

Roll Call

 

Planning Commission members in attendance were Alex Anastas, Richard Fain, William Kalb, Stefan Laessig and Brandon Reed. Also in attendance were Sandy Koza, McMahon Associates, Joseph Bresnan, Township Solicitor, John Weber, Township Engineer and Stan Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

There were not any citizen comments.

 

Approval of Minutes

 

Mr. Fain moved to approve the July 1, 2020 Planning Commission Regular Meeting Minutes. The motion was seconded by Mr. Laessig and carried unanimously.

 

Announcements

 

Mr. Reed announced that September 16, 2020 is the last date for submission of plans for review by the Township Engineer and discussion at the October 7, 2020 regular meeting.

A. Katherine & Robert Alburger Minor Subdivision

 

Township Engineer Weber presented the updated review letter for the project. Scott McMackin, P.E. from Cowan represented the applicant. Sandy Koza, P.E., McMahon Associates presented a review letter. Discussion ensued.

 

Mr. Anastas moved to recommend the following waivers:

 

1.      425-402.G Road Widening

2.      425-406.B(1) Driveway Spacing

3.      425-410 Sidewalks, Curb, Storm Sewer

4.      425-411 Traffic Impact Study

5.      425- 414(B) Lot Depth to Width Ratio

6.      425-500.D(1)(a) Street Trees

 

The motion was seconded by Mr. Kalb and carried unanimously.

 

B. Green Meadows Preliminary Plan

 

Cynthia Smith, Horizon Engineering, represented the applicant. Discussion ensued concerning the McMahon Associates review letters and the LTL Consultants review letters. Mr. Kalb moved to recommend the following waivers and conditions:

 

1.      425-305.C Existing Features

2.      425-402.G Road Widening

3.      425-406.B(1) Driveway Spacing

4.      425-410 Sidewalks, Curb, Storm Sewer

5.      425-411 Traffic Impact Study

6.      425-415.D(3) Flag Lots

7.      425-500.A(4) & 425-500.B(2) Tree Survey Plan/Inventory

8.      425-500.D(1)(a) Street Trees

9.      415-18.B(8) Location of Stormwater Basins

10.  415-18.B(10) Stormwater Basin Berm Top Width

11.  415-18.B(12) Stormwater Basin Bottom Grade

12.  415-18.B(15) Stormwater Basin Freeboard

13.  415-18.B(21) Minimum Basin Outfall Orifice Diameter

 

Waiver number 1 is subject to showing existing buildings within 100 feet of the tract and listing the address associated with each driveway on adjacent properties.

 

Waiver number 2 is subject to a determination that Montgomery County does not require widening of Geryville Pike.

 

Waiver number 6 is subject to the Applicant obtaining driveway permits from Penn-Dot for lots 1, 2, 3 and 4.

 

Waiver number 9 is recommended for lots 2, 3, 4 and 6 only.

 

Waiver number 10 is recommended for a berm width of 5 feet.

 

Waiver number 13 is recommended subject to providing trash racks on the outlet structures.

 

The motion was seconded by Mr. Fain and carried unanimously.

A. Zoning

 

1. Chowns Zoning Hearing

 

It was noted that the hearing was scheduled for September 16, 2020 at 7:00 p.m.

 

2. Kain Wentz, Krausssdale Road, ATR Age Targeted Residential Overly District

 

The applicant was represented by Cynthia Smith, P.E. of Horizon Engineering and Bernadette Kearny, Esquire. Discussion ensued concerning the height of the buildings, the density of the development, open space and public sewer needs for the project. Further discussion ensued concerning the difference between age restricted and age targeted developments.

 

B. Building Permit Report and Escrow Report

 

The monthly reports were entered into the record.

 

C. Regional Planning Commission Report

 

Mr. Anastas provided an update on the most recent Regional Planning Commission meeting.

 

D. Next Planning Commission Meeting October 7, 2020

 

The next Planning Commission meeting is scheduled for October 7, 2020 at 7:00 p.m.

Mr. Kalb moved to adjourn the meeting at 9:07 p.m. The motion was seconded by Mr. Laessig and carried unanimously.
